Joe Biden has relaunched his appeal against violent protests over the death of Tire Nichols after the beating by 5 officers in Memphis.
"Those who seek justice," he said, "should not resort to violence or destruction. Violence is never acceptable; it is illegal and destructive. I join Nichols' family in calling for a peaceful protest."
Biden also called for a "prompt, full and transparent investigation."
"We must do everything in our power - he explained - to ensure that our criminal justice system lives up to the promise of fair and impartial justice, equal treatment and dignity for all. Real and lasting change will only come if we act to prevent tragedies like this from happening again."
Addressing Congress, Biden asked to send the police reform law, the 'George Floyd Justice in Policing Act', to his desk: "When the Republicans in the Senate blocked that bill - he said - I signed an executive order that mandated stricter use of use-of-force standards and accountability provisions for federal law enforcement agencies, as well as measures to strengthen accountability at the state and local levels."
