In fact, out of 47,439,101 residents, just 186,235 DATs (Advanced Treatment Provisions) were filed and of these, 145,118 were sent to the National Data Bank.

Data in hand, there is one Dat for every 215 inhabitants.

A void in the use of this tool determined above all by the lack of knowledge of the tool which came into force 5 years ago, on 31 January 2018. This is what the Luca Cosconi association denounces, which conducted a survey in collaboration with the Coscioni Cells from all over Italy, to ask 6500 municipalities how many DATs have been received since the entry into force of the law to date and how many of these have been transferred to the national database.

An information campaign has never been carried out by the Ministry of Health, which, as indicated in the law, should have started 'within sixty days' of its entry into force.

And just 5 years after law 219 of 2017, the Association launches an information campaign divided into two initiatives.

The first will rely on a video narrated by Giobbe Covatta entitled "The bio-will explained to adults", an animated content created by Simona Angioni and Giovanni di Modica with the creative direction of Avy Candeli, to illustrate the importance of the living will and offer all the information to be able to do it immediately.

The second is the 'White Number to shed light on end-of-life disabilities', the telephone line (06 9931 3409) which until 3 February, in addition to the usual daily support offered by volunteers, will provide free medical advice on questions related to living will.

"We are once again replacing the State, with the means at our disposal, in carrying out an information campaign on an instrument hitherto kept hidden by the Ministry of Health of the Governments that have followed one another in these 5 years. We have also officially requested a meeting at the current Minister of Health, Orazio Schillaci, to talk about this and other issues related to fundamental freedoms and the right to health," declared Filomena Gallo and Marco Cappato, respectively secretary and treasurer of the Luca Coscioni Association.
