The operation arose from the investigations connected to the terrorist attack of 19 December 2016 in Berlin by the Tunisian Anis Amri.

The perdelinquere association aimed at aiding clandestine immigration with the aggravating circumstance of transnationality is contested.

The operation called "Wet shoes" takes its name from a conversation intercepted by the investigators during a disembarkation of migrants in Mazara del Vallo, in which one of the associates points out that he is afraid of being controlled by the Police Forces, with the newly landed foreigners on board , as they still had "wet shoes".
