The European Parliament modifies the energy classes proposed by the European Commission to be achieved for residential buildings and increases the funds to support energy renovations.

But the Northern League responds to the strongly critical requests of the Anci and Confedilizia with Brussels and Strasbourg, and promises battle against the European initiative.

The European Parliament raises the targets, class D by 2033

Higher energy classes to be achieved by 2030 and 2033 for residential buildings, i.e. E and D instead of F and E proposed by the European Commission, but also more funds to support energy renovations.

According to ANSA, the political groups of the People's Party (EPP), Socialists (S&D), Liberals (Renew), Greens and the Left have reached an agreement on the compromise amendments to the proposed directive on green houses.

The first vote of MEPs on the text, more ambitious than that of the European Commission and the EU Council, will be expressed on 9 February.

In their version of the directive, which will then have to be discussed with the other EU institutions,

MEPs support the energy reclassification proposed by the Commission (15% of the most energy-intensive buildings will be in the new G class) but ask precisely that the energy classes to be achieved by 2030 and 2033 for residential buildings be higher, i.e. E and D. Among the other changes suggested by the MEPs, there is the possibility for the member countries to exempt social housing from the objectives, at least in part, if the restructuring would imply an excessive increase in rents.

The States should then indicate in their National Restructuring Plans objectives for reducing energy poverty and what share of cohesion funding, the Pnrr and the Social Fund for the climate will be used for redevelopment.

EU and national authorities, say the MEPs,

Reeds: 630 years are needed for the first step of the EU

"In the period 2017-2019 we renovated an average of 2,900 buildings a year, so it takes 630 years to reach the first step of the EU directive and 3,800 years to achieve the complete decarbonisation of buildings".

Thus the representatives of Ance in a hearing at the EU Policy Commission of the Chamber on the application of the EU standard on the energy efficiency of buildings.

Reeds, policy and tools are needed for EU objectives "We have a positive experience which is that of the last two years where there was the superbonus, it certainly cannot be repeated but a new multi-year policy must be adopted that allows for the redevelopment of buildings".

So the representatives of ANCE in a hearing at the EU Politics Commission of the Chamber about the

application of the EU standard on the energy efficiency of buildings.

"In the period 2021-2022, on average, we renovated 180,000 buildings a year, which is the goal over at least 10 years that places the European directive under examination by the institutions. We have the technical capacity to carry out these interventions, we demonstrated in the last two years that we can sustain this pace but we need to have the policy and the tools, the European and national funding that allow us to keep up this pace and achieve the goal", they explained.

Confedilizia: parties defend Italian savings.

"In Italy, all the majority parties and at least two of the opposition parties have expressed radical criticism of the proposal for a European directive which provides for the obligation to carry out significant energy efficiency interventions on buildings within a very few years. We ask these parties to be consistent in the activity carried out in Brussels by their contact persons".

This was stated in a note by the president of Confedilizia, Giorgio Spaziani Testa, speaking of the EU directive on green houses.

"The text that will be put to the vote on 9 February in the Industry Commission of the European Parliament, whether modified or not as a result of the night-time meetings of these days, would cause devastating effects in Italy (the reasons are now known to all and we will not repeat them). there

is a week to defend the savings of millions of Italian families, the beauty of our building heritage and the freedom of European countries to identify their needs and establish their priorities (Italy, for example, has a greater urgency to encourage interventions of seismic improvement, which the approval of this directive would prevent us from adequately supporting).

Deeds follow words."

Lega: we will fight in the EU on 'green houses'

"The timing" envisaged by the compromise agreement on green houses in the European Parliament make the energy requalification of buildings "imfeasible".

This was told to ANSA by Isabella della Lega MEP, Isabella Tovaglieri, shadow rapporteur of the text that will be voted on February 9 in the Industry Committee, indicating that her party is ready, together with the government, to "counter the ideological drift of the Eurochamber".

"It being understood that the objective is shared, the hope is that a more secular position will be reached in negotiations with the other EU institutions" which also includes "European resources", she highlighted.

The MEP has made it clear that the broad objective of the

energy efficiency of buildings is now defined and the League and the entire government are "available" for comparison.

But, he highlighted, "timescales" and "resources" are the real "criticalities" of the compromise reached by the MEPs, who rejected the amendment proposed by Carroccio to move all the deadlines (set at 2030 and 2033) by 5 years for the energy reclassification.

"It is evident - underlined Tovaglieri - that the Italian government must be clear that the objective is in any case by now outlined and irreversible, and that at the same time it is necessary to envisage a restructuring and incentive plan aimed at that objective: one cannot wait or postpone.

the European family of the League) and the EU Conservatives (ECR) led by Giorgia Meloni will also have to be fired by the EP plenary in the coming weeks to arrive at the negotiating table with the Member States and the EU Commission.

The position of the EU Council, adopted last October with the support of minister Gilberto Pichetto, "is more secular - Tovaglieri pointed out -, but I believe that it can still be improved during the trialogue".
