Update from February 3, 11:50 a.m

.: In view of the introduction of the 49-euro ticket, the Pro Bahn passenger association has called for a massive expansion of local transport.

This is necessary "so that the increasing demand due to the 49-euro ticket can be satisfied," said Karl-Peter Naumann, Honorary Chairman of Pro Bahn, the

RND

on Thursday (February 2).

"It takes a double-digit billion amount for investments and a doubling of the regionalization funds to secure the current offer to around 20 billion euros."

On Wednesday (February 1st), the Federal Cabinet launched the draft law for the Deutschlandticket.

According to Neumann, however, the cabinet failed to approve more funds for the expansion of local transport.

As long as the funds are not increased, the 49-euro ticket is "only half the solution," warned the Pro Bahn boss.

"As many regions as possible must be equipped with good public connections, bus or train, as quickly as possible." In the rural regions there is a lot of catching up to do.

As the federal government announced on Wednesday, February 1, 2023, the discounted monthly ticket will be available from April 3, 2023.

The ministry is thus adhering to the edition that has already been made, that the ticket should be available “around four weeks before the start of the public transport subscription”.

The starting time from when you can use the 49-euro ticket is May 1, 2023.

49-euro ticket: the federal government wants to simplify the procedure for tariff approval

Update from February 1st, 9 a.m.:

For a start of the 49-euro ticket on May 1st, the federal government wants to simplify the tariff approval process.

This should be done centrally, according to a draft law by the Ministry of Transport.

This was available to the German Press Agency on Tuesday.

The ministry wants to respond to a demand from the federal states.

NRW Transport Minister Oliver Krischer, as Chairman of the Transport Ministers' Conference of the federal states, said that the Germany ticket should actually be approved by the supervisory authorities as a new tariff in the transport associations.

"That would be hundreds of permits, that's the current law," says Krischer.

"I expect flexibility from the federal government to create the legal possibility for the Germany ticket to be approved once or at least at state level and then be valid everywhere."

According to the draft of the Federal Ministry of Transport for an amendment to the regionalization law, a "approval fiction" limited to December 31, 2023 is to be issued in order to ensure the short-term and nationwide implementation of the Deutschlandticket.

For the period from January 1, 2024, the federal states would have to ensure this.

Industry association Bitkom for "Farewell to paper tickets"

Update from January 31, 11 a.m.:

The digital association Bitkom got involved in the discussion about the 49-euro ticket.

Most recently there had been debates about whether the Deutschlandticket should also be available in paper form or not.

Bitkom has a clear opinion on this: According to Bitkom President Achim Berg, the 49-euro ticket is a "starting signal for digital transformation".

You have to get away from the paper form and introduce a digital ticket: “What we need now is: “digital only”.

A digital ticket is not only more convenient and cheaper, it also corresponds to the everyday life of the vast majority of people in Germany, for whom smartphones and increasingly also smartwatches are daily companions," says Berg.

But what about train passengers who don't have a modern smartphone?

“For the few travelers without a smartphone, a digitally readable chip card offers the possibility of using the Germany ticket without a system break.

Nobody should be forced to use a smartphone just to enjoy the Germany ticket,” explains the industry boss.

CDU politician criticizes the 49-euro ticket in its current form and the planned start date

Update from January 30, 12:18 p.m .:

In addition to a lot of encouragement, the 49-euro ticket also received criticism.

The President of the German District Association, Reinhard Sager, considers the ticket in its current form and the planned start on May 1st to be a bad idea.

One should first invest in a better local transport service before the politicians rack their brains "how the ticket service is to be financed," Sager told the

Frankfurter Allgemeine Zeitung

.

“This is an absurd situation that politics has brought us into,” Sager continues.

Even with the 9-euro ticket, the CDU politician saw no solution to the problems of public transport, especially the unpunctuality and cancellation of trains and buses.

"What use is a 9-euro ticket for a bus that doesn't run?" Sager said.

"Now we're going to try a 49-euro ticket.

But the bus still doesn't run in many areas.”

In addition to a 49-euro ticket, the Greens are demanding an additional social tariff

Update from January 29, 4:59 p.m .:

After the federal and state governments have agreed on a start date for the 49-euro ticket (May 1), the Greens in NRW are now demanding an additional social tariff.

The Greens are in favor of the Germany ticket, especially with regard to climate-friendly mobility, but for many people 49 euros a month are still too much, according to the Greens parliamentary group leader Verena Schäffer to the "WAZ".

An additional offer is needed "so that people who receive social benefits don't get left behind," says Schäffer.

As a coalition partner in the state government of Prime Minister Hendrik Wüst (CDU), the NRW Greens are also responding to a demand from various social organizations.

For example, the social association VdK had called for a nationwide social tariff for a maximum of 29 euros.

Agreement on 49-euro ticket: Germany ticket should come in May

Update from January 27, 2023, 4:15 p.m

.: Now it's official: The 49-euro ticket will come on May 1, 2023.

The federal and state governments agreed on this at a meeting on Friday, said NRW Transport Minister Oliver Krischer as Chairman of the Transport Ministers' Conference on Friday of the

dpa

.

However, the approval of the EU Commission is still pending.

Students could particularly benefit from the 49-euro ticket

Update from January 27, 2023, 4:01 p.m

.: At its annual press conference on Monday, the Association of German Transport Companies (VDV) also commented on the current status of the 49-euro ticket.

Among other things, it was discussed which things have already been agreed on for the Deutschlandticket and what is currently "indicative".

The latter should make some students sit up and take notice.

Because according to the VDV, semester tickets could “if necessary” be expanded to include the 49-euro ticket.

As with the 9-euro ticket, students can also use buses and trains throughout Germany without having to pay a surcharge.

Since the mobility portion of the semester fee usually costs less than 50 euros per month, students would particularly benefit from the introduction of the new public transport subscription.

May 1 wobbles: 49-euro ticket will probably come later – because of Wissing?

First report from January 23, 2023:

Cologne - First January, then April and now May 2023: The start date for the 49-euro ticket has already been postponed several times since the announcement.

Due to a renewed dispute between the federal and state governments, there is now a risk of another delay.

Above all, the form of the public transport subscription is again an issue.

Baden-Württemberg and Bavaria blame Federal Transport Minister Volker Wissing.

49-euro ticket only digital or in paper form?

The federal and state governments disagree

Since the announcement of the 49-euro ticket, it has been clear that it should primarily be offered digitally.

Among other things, this should enable better data to be collected to improve the offer.

Volker Wissing had repeatedly emphasized that this "paperless" form should not be shaken.

Much to the annoyance of the states.

"It's not up to us countries that the 49-euro ticket is delayed.

We are surprised that the Federal Transport Minister is not making any progress with the preparations," Baden-Württemberg Transport Minister Winfried Hermann told the

Süddeutsche Zeitung

on Monday (January 23).

He added to the

German Press Agency

: "The federal states and the transport associations are ready for a rapid introduction".

The Federal Ministry of Transport must now "clear the way for pragmatic solutions".

The Greens politician understands this to mean offering the Deutschlandticket in paper form.

Among other things, because not all transport companies could sell the digital subscriptions from the start.

Bavaria's Transport Minister Christian Bernreiter also rejects Wissing's plan to only offer the ticket digitally.

Wissing had also rejected the paper ticket on the grounds that the 49-euro ticket could be issued not only as a smartphone app but also as an analogue plastic card in "credit card format".

These can also be read digitally, but can also be bought at the counter.

Dispute over 49-euro ticket probably leads to further delay

Both Baden-Württemberg and Bavaria expect the 49-euro ticket to be delayed further in the course of this debate.

Bremen's Mobility Senator Maike Schaefer made a very specific statement on Saturday (January 21).

She explains that the start on May 1st is in acute danger.

If the talks and negotiations continue to be so sluggish, they see black for a timely start, said the Green politicians.

She expects Volker Wissing not to constantly slow down the process and then criticize the federal states.

The Verkehrsverbund Rhein-Ruhr (VRR) recently stated that it considered the start of the 49-euro ticket realistic for May.

The Federal Ministry of Transport, on the other hand, recently stated that the states and transport companies responsible for public transport are primarily responsible for the implementation of the ticket.
