and

Lombardy

.

The polls to renew the two administrations will be open

on Sunday 12 February from 7 to 23 and on Monday 13 from 7 to 15

.

The

last electoral round

for Lazio and Lombardy dates back to

4 March 2018

.

On that occasion - the data comes from the Viminale portal - in

Lazio

, out of 4,780,090 voters, 3,181,235 people went to vote, with a final turnout of 66.55%;

Nicola Zingaretti (center-left) won with 32.93% and 1,018,736 votes.

In

Lombardy,

on the other hand, out of 7,882,633 voters, 5,762,459 went to vote, with a turnout of 73.10% and Attilio Fontana (centre-right) prevailed with 49.75% and 2,793,369 votes.

Nominations and related lists were delivered to the electoral offices in the Courts of Appeal and Tribunals from 8 on Friday 13 January until 12 on Saturday 14, i.e. on the thirtieth and twenty-ninth day prior to the vote, as required by national law.

The two Regions then have their own regional electoral laws, but in both cases

"the candidate who has obtained the highest number of valid votes in the regional sphere" is elected president, without a runoff

.

For

Lazio , where

Alessio D'Amato

Donatella Bianchi

(M5s and other left-wing lists),

(Italian Communist Party), the regional law is the 2 of 2005, modified in 2017. The Lazio Regional Council is made up of 50 councilors plus the president of the Region.

Four fifths, i.e. 40 councilors, are elected using the proportional method on the basis of competing lists presented at district level (the five provinces: Rome, Frosinone, Latina, Rieti, Viterbo);

the remaining fifth (10 seats) that is valid is no longer assigned 'automatically' through the so-called list, abolished in 2017. The majority bonus varies according to the seats that the lists connected to the elected president of the Region have obtained with the proportional method.

If the group or groups of lists connected to the elected presidential candidate have obtained, in the proportional distribution, a percentage of seats lower than 60% (30 seats),

the majority bonus consists in assigning, among the aforementioned groups of lists, a number of seats necessary to reach this threshold.

However, the maximum number of seats attributable with the prize cannot exceed ten seats, even if it is not sufficient to guarantee the achievement of 60% of the seats.

Gender equality was introduced in 2017, among other things, through double preference and the obligation to guarantee the 50% limit to candidates of the same sex on district lists and the guarantee of at least one councilor elected for each province.

even if it were not sufficient to guarantee the attainment of 60% of the seats.

the match is between the outgoing

(centre-left and M5s),

Mara Ghidorzi

(People's Union).

The electoral law is 17-2012.

The Regional Council, as explained on the institution's website, is made up of 80 councilors including the president of the Region.

The other 79 councilors are elected proportionally on the basis of competing provincial lists.

The provincial districts are those existing on 1 January 2012 (Bergamo, Brescia, Como, Cremona, Lecco, Lodi, Mantua, Milan, Monza and Brianza, Pavia, Sondrio, Varese).

In respect of equality between men and women, the provincial lists must be composed following the order of gender alternation.

With respect to the majority bonus, lists linked to the governor-elect are assigned at least 44 seats (ie 55% of the seats) if the president has obtained less than 40% of valid votes;

at least 48 seats (that is, 60% of the seats) if the president has obtained 40% or more of the valid votes.

However, no more than 56 seats (ie 70% of the seats) can be assigned to the winning coalition.

23 seats are therefore always guaranteed to the 'losing' lists, and it is guaranteed that each province has its own representative.
