A new governance of the Pnrr which provides for
a "mission structure" at the Presidency of the Council of Ministers, measures to simplify the awarding of public contracts and school building interventions
: these are some of the innovations contained in the new draft of the Pnrr decree, currently made up of 59 articles.
Also new are the establishment of the national management authority of the strategic plan of the common agricultural policy (CAP), the Italian youth agency, and the provisions for university housing.
The mission structure that will arise for the presidency of the Council of Ministers will have a mandate until 31 December 2026. It will be managed by a coordinator and divided into four general directorates and will be responsible for providing support to the political authority and carrying out "interlocutions with the European Commission".

Among these, the urgent measures to make the technical commission for verifying the environmental impact VIA and VAS and the Pnrr-Pniec technical commission (the integrated national plan for energy and climate) work better.
Furthermore, the assignment of Pnrr and Pnc public contracts is simplified, which can also take place only on the basis of the technical and economic feasibility project.
