Tomorrow (February 14) the law that allows public housing residents to purchase the apartment they live in at a subsidized price expires - which is intended to enable a radical change in the financial situation of public housing families, the very fact that parents will have an asset to bequeath to their children, thereby improving their future status and that of future generations.

The public housing law was enacted in the 1990s, but was repeatedly rejected by the Treasury's regulation laws.

On the first day of 2013, the law entered into force, but was not actually implemented until petitions were submitted to the High Court. Today, the current government is going back and intends to cancel it.

In a letter sent to Knesset member Naama Lazimi, who heads the special committee for youth affairs which will hold a discussion on the issue tomorrow - attached A position paper of the Union of Female Workers and Social Workers with the title: "Repeal of the public housing law harms the future of children living in poverty."

In the letter, the union calls on the Knesset to extend the public housing law (purchase rights), and to continue allowing needy families to change the fate of their children and purchase their residential apartments at a discount.

Also, the union claims that the repeal of the law is part of the trend of destroying public housing in Israel, which is precisely integrated into the plan to reduce public services in Israel.

Furthermore, the union states that the main concern of the writers of the letter is for the tens of thousands of public housing residents, who are affected by the economic-social inequality, which sets their children in a cycle of poverty, "True equality means guaranteeing an opportunity for those born into a family without means to advance and improve their situation."

Furthermore, it is written later that "children living in poverty have the right to have real opportunities opened up to them to improve their economic situation, through a radical change in the social starting points. Ownership of property and its inheritance are a significant factor in changing this starting point."

In the conclusion of the letter, the union offers a solution "to the acute problem of a shortage of public apartments and a huge waiting list of those eligible for housing", while claiming that the reason for the shortage of apartments is a deliberate decision by the various Israeli governments to destroy public housing in Israel, and that the solution lies with the state, which must take advantage of The funds received from the sale and add to them for the purpose of increasing the inventory.

  • Discussed: Repeal of the public housing law harms the future of children living in poverty

  • The Union of Female Workers and Social Workers calls on the Knesset to extend the public housing law (purchase rights), and to continue allowing needy families to change the fate of their children and purchase their residential apartments at a discount.

  • The repeal of the law is part of the trend of destroying public housing in Israel.

This trend fits precisely into the plan to reduce public services in Israel, one of the representatives and leaders of which is the Ecclesiastical Forum.

The worldview of this forum goes from harming the welfare state to the destruction of public housing in Israel.

It is no coincidence that the forum already published a paper 3 years ago in which it called, among other things, to cancel the right of tenants in public housing to purchase the apartments. 1 In the document, the forum expresses concern that this is an "unequal and non-transparent" procedure.

In contrast to the Kehalat Forum, our main concern is precisely that tens of thousands of public housing residents are harmed by the economic-social inequality, which sets their children in a cycle of poverty and does not allow for social leadership.

True equality means guaranteeing an opportunity for those born into a family without means to advance and improve their situation, also through capital.

  • Multigenerational poverty is a deep social problem, which many of the social systems in Israel are unable to deal with.

Not infrequently, social workers meet children who need social assistance, and who are the third or fourth generation of economic-social distress.

Children living in poverty have the right to be given real opportunities to improve their economic situation, through a radical change in the social starting points.

Property ownership and inheritance are a significant factor in changing this starting point.

    When

  • For parents who own an apartment, the chances of their children owning an apartment increase.2 4. Some opponents of the extension of the law will argue that it is not possible to allow a further reduction in the number of existing public housing.

    the claim that

  • The public housing stock has dwindled due to the sale of apartments is partial, to say the least.

The lack of apartments started even before the law came into force and throughout the 2000s.

In this context, we recall that the law enacted in 1998 did not enter into force until 2013, and after that it was not implemented at all until petitions were submitted to the High Court on the matter. 3

  • Although between 2010-2021 the stock of apartments decreased by 19% mainly due to the sale of the apartments.

However, throughout half of the period, between 2016-2021, the number of people waiting to receive an apartment doubled,4 and the funds from the sale of the apartments were not used for alternative public apartments.

  • That is, the reason for the housing shortage is a deliberate decision by the various Israeli governments to destroy public housing in Israel.

This decision resulted in an acute problem of a shortage of public apartments and a huge waiting list of those entitled to housing.

However, the solution is not by placing tenants against those waiting on both sides of the fence, as those who claim that the sale of the apartments is the cause of the shortage of public apartments are trying to do.

Instead, the state must use the funds received from the sale and add to them for the purpose of increasing the inventory.
