The basis for the change is a draft law by Federal Transport Minister Volker Wissing (FDP), which was approved by the cabinet on February 15.

According to the plan of the Ministry of Transport, the registration of new vehicles should become more digital - this will result in some innovations for drivers.
These are to come into force on September 1, 2023 after approval by the Federal Council.

The rules that apply are set out in the Vehicle Registration Ordinance.
Basically, the car must first be registered, then you can drive it.
Exactly this process should now be easier.
"From September it's time to register digitally and start driving immediately," explains Minister of Transport Wissing in a press release on the change.
Then it should be possible to drive for ten days without the vehicle documents and without the stickers on the license plate.
So far, drivers have had to wait until the relevant documents are delivered by post.
From September 1st, the digital notification of admission should be sufficient as proof.

According to the ministry, since October 1, 2019, drivers have been able to process all standard registration processes online via the “i-Kfz” portal, the internet-based vehicle registration system.

with hidden security code
Valid
electronic confirmation of insurance
(eVB no.)
IBAN
(account) for collecting vehicle tax from the owner
New identity card
(nPA) or
electronic residence permit
(eAT) with activated online identification function (eID), as well as a
planned card reader
or a
smartphone with free "AusweisApp2"

From September 1, 2023, legal entities can also process applications via the i-Kfz portals.
The federal states are responsible for implementing the new regulation.
