A mother gave birth to a child in the social welfare office in Berlin-Neukölln.
The woman was in the regular consultation on Tuesday morning when the contractions started, said the responsible city councilor, Falko Liecke (CDU).
Now the mother of the newborn is to receive special help: the office wants to give the woman something practical for the baby, and Liecke also wants to seek personal contact.
Several media had previously reported on the birth.
The politician described the unusual birth in detail to Rundfunk Berlin-Brandenburg (rbb), but according to Liecke, he was not present when the child was born.
According to reports from those present, the woman complained of health problems, contractions began shortly thereafter and several employees and a visitor took care of the woman.
"When the emergency doctor arrived after a few minutes, you could already see the head," Liecke said.
It took 15 minutes for the little boy to see the light of day, said Liecke.
Many in the social welfare office found out about the incident.
"The audience and the employees applauded." Mother and child are doing well, they were taken to a hospital.
The mother already has two children and is threatened with homelessness, as Liecke said.
On the day her third child was born, she wanted to ask for a new placement.
The city council said the authority would "welcome her duly" the next time she took office.
A welcome gift for the newborn child should be kept ready.

The authority initially had no contact with the woman, said Liecke.
