Following the publication in Vala Real Estate of the illusory requirements appearing in the job ads for the position of Senior Planning and Construction Inspector in a local council, an area and several other authorities in Israel - the Hadosh association, which works to promote religious freedom and equality - decided to initiate legal proceedings on the matter, requesting to freeze the tender As soon as possible.



The phenomenon, which was published for the first time in Vala Real Estate, caused great astonishment among the various professionals in the construction industry, who could not remain indifferent in the face of the easy requirements for an important position such as a senior construction inspector, who is directly responsible for human life. The main criticism of the published ads mainly concerns the very fact that the



position Intended for qualified professionals in the fields of construction, engineering and architecture, and not for people without a relevant education, as required in the vacancy announcement in various municipalities and councils in the country.

"How can you hold this job without core studies?"

As mentioned, the Hadosh association did not remain indifferent either, and resorted to legal proceedings with a request to freeze the tender.



In a letter sent to the head of the Azor local council, Aryeh Pakhter, the association, through attorney and ombudsman Yifat Solel, "demands that the tender be frozen, and that it be transferred back to the committee the tenders for the purpose of updating and correcting the required requirements and qualifications in a manner that is compatible with the public interest and the protection of the residents of an area and those who come to it." The



main argument of the Association for Religious Freedom and Equality is that "placing Torah education as equivalent to the education and training required to fulfill a professional role as mentioned harms the public interest, and is a real risk for the residents area and the other people who may be in and near the buildings whose supervision is impaired.

The exercise of discretion in this matter requires that qualifications adapted to the position be required, qualifications which are certainly not met by people whose entire education is Torah"



In addition, the association expands on the subject of the failure required for the position, as published in the job announcement, and writes that "while a general education is certainly not sufficient for the purpose of fulfilling the position of supervising works whose poor execution may cost human lives, this is emphasized even more, when the tender recognizes education as relevant in the certification For the rabbinate and in studies in a high yeshiva - studies that do not even include core studies, including mathematics, engineering and English, without which, obviously, the position cannot be adequately filled."

Furthermore, the association writes in the letter, that "although a circular from the director general of the Ministry of the Interior, from 2016 states that a Torah education as mentioned is equivalent to a general academic degree, however, even without casting doubt at this stage on the reasonableness of the directive as mentioned, it sharpens the problematic in the way in which the tender was published on your behalf, In which the council is apparently willing to settle for a threshold requirement of a general degree, something that is perhaps intended to allow and confirm that even those whose education is only rabbinical are qualified to fill the position." Another criticism that was voiced is that the very



possibility of being appointed to positions in the public service or local government on the basis of a rabbinic education hurts First, the employment options for women, whose rabbinical certification is not recognized in Israel, and this alternative is blocked for them.
