9 new hospitals across the country, 20 geriatric hospitalization institutions, 5 rehabilitation hospitals and 11 medical emergency centers: the

National Planning and Construction Council discussed today (Tuesday) for the first time the National Outline Plan for the Health System (TAMA 1/20) of the Ministry of Health and the planning administration, and decided to forward it to the comments of the district committees.



It should be noted that this is the first time since the establishment of the state - where the parties have come together for a large-scale work and built a long-term plan, which will develop and strengthen the existing and future health care system.

In which cities will 9 new hospitals be established?

As mentioned, the plan proposes the establishment of 9 new general hospitals in the following cities: Karmiel, Kiryat Gat, Hod Hasharon, Glaam Junction, Beit Shemesh, Netanya, Modi'in, Beer Sheva (Pers) and Harish, as well as the expansion of the Ichilov Hospital.



It also places special emphasis on reserving land for over 20 geriatric hospitalization institutions, and proposes geriatric hospitals to be established in Jerusalem, Acre, Migdal Ha'Emek and Nativot, among others.



In addition, it offers 5 rehabilitation hospitals to be established in Karmiel and Be'er Sheva, among others, as well as 11 medical emergency centers to be established in Katsrin, Kiryat Shmona and Mitzpe Ramon, among others.



In addition to the new sites, the plan integrates plans prepared in recent years by the Ministry of Health and RMI for new hospitals, among others in Modi'in and Beit Shemesh, as well as for the expansion of existing hospitals such as Lagil Hospital in Naharia and Hillel Yaffe in Hadera.

when will it be

The plan, promoted by the Planning Administration in cooperation with the Ministry of Health, was prepared after professional and in-depth work, to examine the array of health institutions in a long-term view, and is expected to respond to Israel's 100th year (2048).



The population of Israel is expected to grow to about 15 million people in the target year, with the share of the third and fourth age groups expected to increase significantly.

Also, the plan incorporates principles such as reducing spatial inequality in access to health services, a significant transition of providing services from hospitals to the community (to health insurance funds and home hospitalization) and the need to adapt the system to future changes.



At the same time, the national council recommended to the government to approve the guide for the allocation of areas for community health services, which was introduced as a supplementary document to the TMA in light of the predicted transition of many health services to the responsibility of health insurance funds, and refers to construction areas that must be allocated for the benefit of health services in plans for new neighborhoods.

The Director General of the Ministry of Health, Moshe Bar Siman Tov: "We are working to give the health system the change of direction it needs, changing the infrastructure of the system from end to end - from a system that is run from hand to mouth without long-term planning to a system that can plan ahead.

This is the first time that the State of Israel is planning ahead, with a long-term view, the system of hospitals in a way that can provide a complete and comprehensive answer.



The plan makes it possible to increase and strengthen the existing hospitals and establish new hospitals in strategic locations, and will provide a response to the development of the

population and reduce the gaps between the center and the periphery."

Director General of the Planning Administration, Rafi Elmaleh: "For the first time, the Planning Administration, in cooperation with the Ministry of Health, is leading an important plan for the health system in Israel for the year 2050. The plan reserves areas for the establishment of general, geriatric, rehabilitation and psychiatric hospitals, and for the first time also the establishment of emergency medical centers in the edge cities where there are currently none Adequate response and reasonable time frame.

Also, in order to respond to the adult population in Israel, which is only growing due to the increase in life expectancy, the plan includes the establishment of 20 new geriatric hospitals."

"The plan allows defining a master plan for the existing hospitals and those that will be built in accordance with the needs of the Ministry of Health, to plan a plan and issue permits - thereby preparing for rapid planning and construction in accordance with the approvals for adding beds between the Ministry of Health and the Ministry of Finance."



The team was headed by Uri Goldstein, Senior Vice President and Head of the Directorate for Planning and Construction of Health Institutions at the Ministry of Health, and Rafi Elmaleh, Director General of the Planning Administration of the Ministry of the Interior and administrative teams and department managers in the administrations.

Together with them sat the team of the steering committee headed by architect Edna Lerman and Prof. Nadav Davidovich, chairman of the Association of Public Health Physicians.



The plan was prepared by the planning team Lerman Architects and Urban Planners, the Geocartography Group, and the School of Public Health at Ben Gurion University.
