The
Conference of Regions has approved the bill for differentiated autonomy
proposed by Minister Roberto Calderoli.
Four regions have expressed a negative opinion:
Campania, Puglia, Emilia Romagna and Tuscany.
"Some regions have differentiated themselves from the majority, I hope that with the continuation of the process that will see the implementation of differentiated autonomy, a recomposition can be found with the regions that today have expressed a contrary opinion".
This was underlined
by the president of the Conference of Regions and governor of Friuli Venezia Giulia Massimiliano Fedriga
"After an extensive discussion, the
Conference of the Regions approved Minister Calderoli's bill,
for which
the path for differentiated autonomy has finally started
, at this point we are confident that a positive response can soon be reached".
This was announced
by the governor of Lombardy Attilio Fontana
at the end of the Conference of the Regions.
The Calderoli bill was approved by the Conference of Regions with 4 votes against
.
This was reported
by the president of Veneto Luca Zaia
at the end of the meeting.
"With a very large majority, but above all, let us remember, the constitutional provision which provides for Autonomy is finally being implemented. It is not the secession of the rich but the desire to give this country modernity, efficiency and responsibility", he concluded. "The opinion in favor of the bill to implement autonomy by a very large majority - continues Zaia in a note - it constitutes an important moment. The project to fulfill the constitutional provision is increasingly taking shape. Autonomy, in fact, is envisaged by the Constitution and is the key to a profile of modernity, efficiency and modernity of the administration of public affairs which will have the positive impact expected by citizens.Centralism is the equitable division of malaise, autonomy is the
equitable division of wealth.
This two-speed Italy must end and the regions must all be put in a position to provide services and answers to their citizens;
leaving no one behind,” she concludes.
The path for differentiated autonomy "has been started,
we believe that it cannot be interrupted,
indeed we regions of the South especially must participate in this path because we must check that the Lep, the standard costs on needs, are calculated first. And it is The time has come for the equalization to be discussed as well".
This was stated
by the president of the Molise Region Donato Toma
at the end of the Conference of the Regions.
As for the provinces, the governor explained that he is in favor of their restoration, also because "the Delrio law has created serious damage to the provinces and communities".
The go-ahead from the Regions to the provision on differentiated autonomy "
is a first step
, we are building a path and we need to move forward and then build it in the various details, naturally after the passage to parliament".
This was reported
by the president of the Umbria Region Donatella Tesei
at the end of the Conference of the Regions.
"As a Conference of Regions - he added - we continue to work on the Lep, because it is also essential on the revision of the levels that must be guaranteed in every part of the territory".
As for the provinces, the president of Umbria reiterated that all the presidents agreed to restore the elective formula, adding that "another important thing is that of the reform which should provide the smallest regions with a number of adequate assessors".
Minister Roberto Calderoli's bill
"is only the start of a process"
which, in addition to autonomy, "must also overcome historical expenditure and guarantee social and civil rights throughout the national territory".
This is what the president of Calabria Roberto Occhiuto
would have underlined during the conference of the Regions, according to what is learned
thus expressing a "favorable opinion for the start of this path" which however "does not represent a blank bill".
"Only when the cost of the Lep is defined, exceeding the historical expenditure and quantifying the resources needed to guarantee the same rights for all - added the governor - will it be possible to say whether this path can go on or must stop, and therefore it will be possible to give a final judgment on the reform proposal".
Therefore, concludes Occhiuto, "no ideological prejudice" on autonomy.
"On condition that the historical expenditure is exceeded and that all social and civil rights are guaranteed, regardless of the Region in which one lives".
