On the eve of his official visit to several African countries, Emmanuel Macron announced a
“framework law”
to be able to proceed with the restitution of works of art
“for the benefit of African countries which request it”
.
This announcement follows his speech delivered in Ouagadougou in November 2017, in which the President had already pleaded in favor of
“temporary or permanent restitutions”
of African heritage in Africa.
In addition to France, several European countries, including Belgium, believe that the time has come to repair vis-à-vis their former colonies, and have set their museums in motion.
Until then, restitutions have been exceptional, and decided for political and diplomatic reasons.
They spark debate everywhere.
