At the same time as the legal reform: sharp criticism from the representatives of the local authorities and professionals of the government's move to change the composition of the planning commissions in a way that will significantly increase its power


Following yesterday's publication in Vala Real Estate regarding the scandalous period of time allotted for public comments on the dramatic law to increase the number of government representatives in the planning institutions and damage the relative power of the other sectors - today (Wednesday) there is a great deal of criticism among the professionals, and representatives of the local authorities, who claim to be a snitch.



As a reminder - last Sunday (03/05) the government published a memorandum of amendment to the Planning and Construction Law, which states that in accordance with the coalition agreements, it was decided to appoint the Minister of Settlement Orit Strock as a member of the National Council for Planning and Construction, as well as to appoint a representative of the minister in the company in the district committees, in the northern and southern districts.



The published memo was open for public comments for only two days (!!) of Purim, until midnight yesterday (07/03).

Is this a sufficient period of time to provide comments and public objections to a law that promotes dramatic changes that will affect the lives of all of us?

One that threatens to change the composition of the planning committees, in a way that will increase the power of the government at the expense of the representatives of local authorities and professionals?



According to Tzachi Katz, chairman of the Union of City Engineers and Modiin city engineer,

the answer is an unequivocal no

: "Strengthening the power of the government in the planning committees will allow the government to lead decisions contrary to the positions of the local authorities and professionals.

The result - damage to the quality of life of the country's residents in the present and especially in the future, as well as attempts to find practical and professional solutions to the housing crisis."

Ze'ev Belsky, who previously served as chairman of the National Planning and Building Council, chairman of the housing cabinet and mayor of Ra'anana, also comments on the issue: "I was surprised by the government's request to violate the correct balance that exists in the national council and the district planning committees, and all this in an unprecedented manner. This is an injury to the local government and the entire public. I hope that the government will come to its senses and withdraw from the attempt to forcibly take over the planning bodies in the State of Israel."

"Serious damage to the local government"

The Chairman of the Local Government Center, Haim Bibbs, finds the move to be a serious blow to the local government. Bibbs sent a letter on the matter to the Minister of the Interior, Michael Malchiali, in which he wrote that "already today, the representatives of the local government, compared to the representatives of the government, in the district planning committees have been significantly diluted And in the National Council for Planning and Construction. Already today, the National Council for Planning and Construction has 14 members representing the government, while the local government only has 10 members (and organizations from the public only 6 members) and the district committees have 11 members representing the government, while the local government has 5 members (and organizations from the public only 2 members)" .



"We will not agree to any further dilution. We demand that instead of adding representatives from the government, representatives from the local government will be added, so that in the end there will be equal representation for the government and the local authorities, in the national council and in the district committees."
