As a reminder - last Sunday (03/05) the government published a memorandum of amendment to the Planning and Construction Law, which states that in accordance with the coalition agreements, it was decided to appoint the Minister of Settlement Orit Strock as a member of the National Council for Planning and Construction, as well as to appoint a representative of the minister in the company in the district committees, in the northern and southern districts.



In addition, the memorandum published by the government was open to public comments for two days only, until Tuesday midnight (07/03) - which drew double criticism, also on the essence of the decision, which adds a lot of power to the government in the planning committees, and also on the scandalous period of time given to the public's comments, when the critics claim a kidnapping attempt.

In the face of these criticisms, the heads of the councils in the Negev and Galilee claim that the initiative and request to add a representative of the government to the planning committees, expressing a settlement interest, came from the field, from the planning staff in the regional councils in the Negev and Galilee - and this in light of the dead end and bureaucratic injustice they are experiencing until the approval of a master plan.



According to them, the need to add a representative of the Ministry of Settlement was raised by the heads of the councils in the north and south as early as the end of the previous government, and this after an orderly staff work on the ways to remove barriers and allow the continuity of the Mitzvah plant in the north and the whole settlement in the Galilee and Negev.



"The bitter and discouraging reality is that it is almost impossible to approve outline plans for settlement in the north and south. Our interest is not expressed in the national council," say the heads of the Negev and Galilee councils, "and the same is the case in the district committees in the north and south. On the other hand, there is an expression of environmental interest; security-military interest; Health interest and the like, which the visitors represent.



Furthermore, they say that "since there is extremely strict enforcement against illegal construction in the settlements, the result is the depletion and weakening of the settlements. The aging of the settlements is reflected in the closing of kindergartens, a decrease in building permits and a dramatic increase in land prices, and this in the absence of available housing supply. And Yes - adding a representative with a point of view for, and not just against, is critical."

The heads of the authorities wish to emphasize that a vast majority of the residents of the relevant regional councils did not vote in favor of the parties that make up the current government, and that this is not a matter of political preference at all - but rather an assessment of the professional position of the government, which is intended to serve the citizens, even those who opposed and oppose it.
