Zero VAT hypothesis, moratorium in August and December

The zero VAT for some basic necessities "is one of the hypotheses because the European legislation also provides for the zero rate, but we have to work".

This was stated by the Deputy Minister of Economy Maurizio Leo on the sidelines of the presentation of the results of the Revenue Agency to the Chamber.

Leo then confirmed that the reform will be "ambitious and is inspired by that of the seventies" and should arrive in CDM next week.

The bill "will make it possible to start a gradual process of reducing the tax burden and make investment in the national territory more attractive and attractive", added Economy Minister Giancarlo Giorgetti.


    The most significant part of the reform, said Leo who illustrated the lines, "is linked to the procedures": in particular, the aim is to push even more on the "declaration mechanism: we want to give the taxpayer some peace in periods details, such as the months of August and December", in which compliance letters cannot be sent.

There is also the will to "change towards the assessment", focusing on the tax truce.

And the need to "work on collection", which presents "frightening numbers: 1,150 billion warehouse bills".


    In the meantime, the scrapping introduced with the budget law is bearing fruit: "to date we have received 600,000 requests for scrapping online", said the deputy minister.


    Meanwhile, 2022 was a record year for the Revenue Agency.

"The recovery of tax evasion in 2022 was 20.2 billion euros. This is the highest figure ever", said director Ernesto Maria Ruffini, presenting the Agency's results.

"This result - he added - is the result of the complex activity of the Agenzia delle Entrate and Agenzia delle Entrate e Ricossione".

"Reassuring" results, defined Minister Giorgetti, underlining that "on the one hand, the social pact has held up even in very difficult times, with large numbers of citizens and businesses continuing to fulfill their tax obligations even in the midst of the emergency; and on the other hand, the administrative machinery has not stopped but has reorganized itself".
