Migrants, 20 thousand in 2023 in Italy: flow tripled

 The massive landings of the last few days bring the total for the year to 20,017 arrivals, more than triple those recorded in the same period of 2022 (6,152).

As for asylum seekers - subject to special protection restrictions - last year 53% of requests ended with a refusal.

And of the three types of protection granted, the special one is the most frequent (10,865 cases).

The dead and missing along the central Mediterranean route - the deadliest - are 323, according to the Missing migrants project of the IOM, the International Organization for Migration.

In all of 2022, 1,410 were estimated.


The surge in arrivals - data from the Viminale show - was concentrated in particular in the three days 9-11 March, when 4,566 people arrived.

The most represented nationalities are Ivorians (2,410), Guineans (2,380) and Bangladeshis (1,506).

There are 1,965 unaccompanied minors.

The total number of immigrants included in the reception system is constantly rising: 109,294 as of 28 February;

they were 76,967 on 28 February 2022. In one year there was therefore an increase of 32,327 guests (+42%).

Most of the migrants (74,937) are in reception centers not managed by the Sai network, where instead 33,244 live.

1,113 of them are located in hotspots.


In terms of applications for international protection, 77,195 were presented last year, compared to 217,735 in Germany, 137,505 in France and 116,140 in Spain.

Instead, 52,625 applications were examined: 27,385 were denied (53%), 6,161 (12%) were granted refugee status, 6,770 (13%) were beneficiaries of protection subsidiary and 10,865 (21%) benefited from special protection.

The protection rate is down, compared to 2021, by 9% as regards international protection;

special protection (+5%) and denials (+4%) are on the increase.


Therefore, it is precisely the special protection that is most granted and the one that the Government wants to hit.

In fact, article 7 of the Cutro decree canceled the possibility of not expelling a person "if there are well-founded reasons to believe that expulsion from the national territory involves a violation of the right to respect for private and family life".

The annulled provision provided that account should be taken of "the nature and effectiveness of the family ties of the interested party, his effective social integration in Italy, the duration of his stay in the national territory as well as the existence of family, cultural or social ties with the his country".

It will be seen how much the tightening will affect the applications accepted.

What is foreseeable is an increase in requests given the

increase in arrivals.

The still valid residence permits issued on the basis of the legislation on special protection are renewed only once and for one year.       

The president of the Eurochamber, Roberta Metsola, during the opening of the plenary session in Strasbourg, said that "We have a duty to fulfill and a responsibility, we are a generation of politicians who cannot forget these tragedies. We must not remain indifferent to to these events, we cannot accept that the Mediterranean becomes a cemetery", he added.
