Russian plan to control Moldova by 2030

   Moscow has developed a strategy to destabilize Moldova, take it under its political control and alienate it from Western partners by 2030, according to an internal strategy document from Putin's presidential administration obtained by a consortium of media, including Suddeutsche Zeitung and Yahoo News.

The text, drawn up in 2021, comes from the same Presidential Directorate for Cross-Border Cooperation that produced a similar strategy on Belarus.

The ultimate goal by 2030 is the "creation of stable pro-Russian influence groups in the Moldovan political and economic elites".

   The strategy on Moldova, according to the source who leaked it, was drafted in the autumn of 2021 with the contribution of the Russian general staff and the main intelligence services of Moscow: Fsb, Svr and Gru.

The plan - like the one drawn up for Belarus - is divided into three different areas: the political, military and defense sectors;

the humanitarian sector;

and sectors of commerce and the economy.

These sectors see specific short-term (by 2022), medium-term (by 2025) and long-term (by 2030) goals.

   The initiative for Moldova - the media write - focuses on "thwarting the attempts of external actors (primarily the United States, the European Union, Turkey and Ukraine) to interfere in the internal affairs of the Republic of Moldova, to strengthen the influence of NATO and weaken the positions


of the Russian Federation".

It involves Moldova joining the Eurasian Economic Union - Russia's answer to the EU - and the Collective Security Treaty Organization military alliance.

The plan also provides for the "neutralization" of any action by the Moldovan government to expel the Russian military presence in Transnistria.

   Moscow, according to the document, also wants the "neutralization of attempts to limit the activities of Russian and pro-Russian media in Moldova", "the creation of a network of NGOs that promote the development of Russian-Moldovan relations" and the expansion opportunities for Moldovan students to receive Russian-language education.
