The government closes the door on Superbonus.
While the tax reform approved in the CDM is coming to life and which according to Prime Minister Giorgia Meloni "has the objective of reducing the tax burden for all taxpayers" as well as providing that "the more you hire, the less you pay taxes".
However, both the premier and the economy minister, Giancarlo Giorgetti, said no to significant changes to the Superbonus which weighed on "120 billion of debt".
The owner of the Mef also made it clear that he did not agree with the proposal - made by Abi and Ance - to allow banks to offset the tax credits of the superbonus they purchase with their customers' F24 instead of offsetting them with their own F24.
"Let's stay cool," he said.
As always, the government allows for improvements by parliamentary committees.
But the stakes are clear.
For example, derogations could arrive for the so-called 'interventions under the free building regime', such as the purchase of windows, boilers, and photovoltaic systems' even if not yet carried out for which on the date of 16 February - that of the decree - there are placed binding supply orders.
Or to protect the Sismabonus or the works carried out by Iacp and Onlus.
Some rules of an interpretative nature are also possible to eliminate uncertainties but not those loudly requested by banks and builders.
On the other hand, tax reform is on the launch pad for the government.
The delegation approves in the council of ministers amid government and union skirmishes.
"If the CGIL says no - says Deputy Prime Minister Matteo Salvini - it means that it is a reform done well".
But the union leader, Maurizio Landini reiterates his no and from the stage of the CGIL congress which will see Meloni speak the day after tomorrow, asks for the delegation to be withdrawn.
For now the project, like all fiscal delegations, is in fact a scheme, a regulatory framework to be filled with content with the decrees that will be approved clearly indicating, as written in the latest draft of the provision, the impact on the state budget.
But in addition to the simplification of personal income tax (the three rates instead of four), the extension of the incremental flat tax and zero VAT on some basic necessities, the reform also defines the modification framework for sanctions, lightening them.
For administrative sanctions, the aim is to "improve proportionality, reducing the burden and bringing it back to the standards of other European countries"
After all, a new amnesty could accompany the reform.
Minister Salvini asks for it, speaking of tax records he says he is convinced that "a definitive fiscal peace between the tax authorities and citizens before the entry into force of the new tax regime would be useful otherwise we will strangle millions of Italians who are unable to pay the tax bills that are arriving at their homes".
