A wave of statements has recently come out of the Ministry of Construction and Housing's seminary, when only yesterday we were informed by the Minister of Construction and Housing about the initiative to enact the public housing law.



Today the Israel Land Council confirmed that even unmarried couples will be able to compete in discount apartment auctions, contrary to what was the case until now.

According to the decision received, competing in these tenders will be given to couples who have registered for marriage or submitted an affidavit of their intention to marry within three months and by presenting a certificate of eligibility to participate in the lotteries of the Ministry of Construction and Housing and the Israel Lands Authority for affordable housing as a "family unit".



The Ministry of Construction and Housing states that the decision is subject to the fact that the marriage registration will be perfected into a marriage and the couple will produce a marriage certificate before realizing the winnings.



As of today, homeless people who are married couples, parents, pregnant women, the disabled and singles over the age of 35 are eligible to participate in the discount apartment program.

Couples who announced that they were engaged could not participate in the lotteries until now, but had to wait until the day of the wedding, and therefore found themselves missing out on the lotteries.

Hence, the new decision comes to expand the circle of those entitled also to pre-married young people, as mentioned.

Another decision made today by the Israel Land Council concerns the marketing of land for land owners.

Every year the Israel Land Authority markets land for the construction of detached houses mainly in national priority areas.

In 2022, about 6200 units were sold in detached lots and in the previous year about 5200 units.

The Israel Land Council confirmed today at its meeting that the authority's management will be able to determine that registration and lottery lots intended for detached construction in which the value of the land is fixed, will also be raffled for the homeless and those who are not homeless, without giving priority to any of them - in settlements where there is a significant amount of housing units for marketing.



Also, a sub-chapter was extended in the decisions of the Israel Lands Council, which allows the provision of an incentive to local authorities to change the zoning of land for public needs for the purpose of mixing uses - residences and public buildings.

The extension will be granted until 31.12.24 and its purpose is to encourage local authorities to adopt a format of mixing uses in order to bring about optimal utilization of the land for public needs.



The council also approved another extension to the interim arrangement in the kibbutzim, which allows new members to build or renovate houses, until 12/21/23.

As part of the decision, the amounts of guarantees required to be deposited as part of the arrangement were updated to approximately NIS 75,000 in the second priority area and to NIS 250,000 in areas without national priority.

In an area of ​​national priority or on the conflict line, there is no change in the decision and no guarantee will be required.
