Berlin – The broadcasting fee is a thorn in the side of many consumers.

This is the main source of income for the public broadcasters ARD and ZDF.

Although the income from the broadcasting fee exceeded 10 billion euros for the first time, it should increase in the future: to 25 euros per month.

ARD chairman Kai Gniffke presented big plans at the “Forum on Educational Perspectives”.

The public broadcaster wants to keep up with streaming giants like Netflix, Amazon Prime and Co.

To achieve this goal, "several hundred million euros are to be invested in the development of technology." It is fitting that the total budget of ARD, ZDF and Deutschlandradio is more than 10 billion euros for the first time - this is evident from the budget plans of the public broadcasters for 2023 .

Some ARD and ZDF broadcasters were even threatened with that in 2022.

The Institute for Media Policy (IfM) calculated the total budget.

The income of the nine ARD stations will be around 7.25 billion euros in 2023.

According to the broadcasters' annual reports, ZDF's income in 2023 will be EUR 2.5 billion, and Deutschlandradio's EUR 276 million.

85 percent of this income comes from the broadcasting fee, the rest comes from advertising, sponsoring and other income.

Although the total budget is over 10 billion euros for the first time, the broadcasting fee is to increase significantly: from the current 18.36 to up to 25 euros.

Anyone who does not pay the broadcasting fee is threatened with overdue fines.

As reported by businessinsider.de, the ARD is to increase the monthly broadcasting fee to over 20 euros in the period from 2025 to 2028.

The ambitious plans do not seem to be realizable otherwise.

However, the ARD cannot set the broadcasting fee itself.

The Commission for Determining Financial Needs (KEF) is initially responsible for this.

According to files allegedly available to Business Insider, the KEF should nevertheless be given suggestions for increasing the broadcasting fee – in order to realize its own plans, as reported by hna.de.

The final decision on the amount of the contribution lies with the state parliaments anyway.

As a rule, however, the recommendation of the KEF is accepted.

This has even had to be the case since 2021, with one exception: if all federal states speak out against it.

If things go according to the plans of the ARD, even monthly contributions of up to 25.19 euros are possible.

As Business Insider writes, the ARD calculated monthly contribution increases of between 1.48 and 4.76 euros.

By the end of 2023, the applications will then be examined – a decision will probably not follow until 2024.
