(ANSA) - ROME, MARCH 28 - The peak of expenditure for the Pnrr "will be in the two-year period 2024-2025, with annual values that will exceed 45 billion".
This is what emerges from the 2023 half-yearly report of the Court of Auditors on the implementation of the Plan.
But already starting from 2023 there will be a "recovery in the spending trend".
The precariousness of dedicated public administration personnel contributes to slowing down the implementation of the plan.
"The methods of recruiting personnel dedicated to the PNRR according to unstable rules have brought to light many difficulties, for the Administrations, in guaranteeing the operational continuity of the structures which, on the contrary, would need a certain framework of resources for the entire time horizon of the Plan".

The recent Legislative Decree 13/2023 intervened on this critical issue, which allows for the initiation of procedures for the stabilization of dedicated professional resources.
The 55 objectives of the second half of 2022 have all been achieved. While in the first half of 2023 the Plan imposes a further 27 European objectives and 54 "national deadlines" to be met.
