Migrant decree, the League calls for a tightening on asylum

The amendments, presented to the Senate, include among the proposals "

a squeeze on asylum seekers

with reformulation of special protection, interventions on the reduction or revocation of reception and residence permits, updating of the period of detention in the CPR".

Furthermore, the go-ahead from the Civil Liberties, Justice and Home Affairs Commission of the Eurochamber

to a package of 4 legislative proposals on migrants and put in place in view of the reform of the Migration and Asylum Pact.



  MEPs approved the texts relating to the revision of the regulations for the screening of third-country nationals at the external borders, the management of asylum and migration, "crisis and force majeure in migration and asylum" and the status of third-country nationals long-term residents.

  With 41 votes in favour, 17 against and 7 abstentions, MEPs from the Libe commission backed a new regulation on screening at EU borders and access to information on criminal convictions of non-EU citizens.

The new screening rules will apply to people who do not meet the entry conditions of an EU member state, who enter the EU irregularly or who disembark following a search and rescue operation, or who have request for international protection at a border crossing.


    With 38 votes in favor, 21 against and 6 abstentions, the green light concerned the negotiating mandate on asylum procedures at borders.


    The proposal introduces the possibility of faster and simplified procedures for asylum applications directly after screening, even for nationalities with low recognition rates.

These should be completed in 12 weeks, including appeals.

In case of refusal or rejection of the application, a return procedure lasting up to 12 weeks should be foreseen.

Unaccompanied minors, children under 12 and their families, as well as people with health problems, should always undergo the normal asylum procedure.

During the assessment of an asylum application or the completion of repatriation procedures, the text provides that the applicant must be hosted by EU Member States and could be detained.



    With 36 votes in favour, 13 against and 16 abstentions, the committee adopted a draft report introducing changes to the 2003 directive. Under the new rules, holders of long-term resident status in the EU will be able to move to a second Member State for work or study purposes without further requirements (such as labor market checks or integration requirements).

The approved text aims to reduce the period of legal residence in a Member State to three years - instead of the five proposed - in order to acquire long-term resident status in the EU.
