For the first time in Israel, the Municipality of Tel Aviv will be the first city to require a survey of the presence of animals before issuing a building permit.



In the discussion of the sub-committee for planning and construction that took place yesterday, the proposal of the deputy mayor of Tel Aviv, Reuven Lediansky, for a municipal policy to protect animals during the application phase for building permits was unanimously approved.



The purpose of the proposal is to regulate the procedure for locating and rescuing animals (especially wild animals) as part of approval procedures for building permit applications.

"As a municipality, we are committed and responsible to the entire urban environment, including the animals," Ladiansky said.

"From now on, the developer will be obligated to check the presence of the animals on the lot and ensure their transfer to a safe place."

How will it work?

According to the new procedure, when opening a case in the licensing department, the developer will be required to submit an appendix that will contain information regarding the presence of animals on the lot.

When submitting the application for the permit, the applicant will attach a survey of animals existing on the lot and animals existing near the lot, or a statement that there are no animals on the site.



If they are found in the occupiers, the developer will have to evacuate them according to the rules formulated by the professionals or ensure their evacuation independently under the guidance of the occupier welfare coordinator at the Environment and Sustainability Authority.

The inspection of the materials and approval (or exemption) from this directive will be carried out within the framework of the agreements recognized with the Environmental Quality Authority.



So far, if at all, evacuation and rescue operations of the animals from the lots have been done randomly and voluntarily.

From now on, the policy will be implemented in two stages: in the first and preliminary stage, the instructions will go into information files for construction permits in plots with an area of ​​at least 2 dunams (this compared to plans proposed to operate on areas of 5 dunams or more).

The public buildings built by the municipality, on the other hand, will be required to follow the procedure regardless of the size of the lot.

In the second stage, options will be examined to expand the program to any size of area that will require it.



Reuven Lediansky, the initiator of the policy, said in response: "The new policy that I led will result in the Tel Aviv Municipality realizing in practice its commitment to the environment and animal protection, and we will be the first local authority in Israel to require, as part of applications for building permits, animal surveys on lots intended for construction in the city. I am happy that all the members of the committee who were present at the vote, accepted my proposal without objections. I will continue to closely monitor the exact execution of the procedure and expect responsible cooperation from the entrepreneurs as well."
