Income is divided, the guarantee for inclusion arrives

The new Citizenship Income will be called the Guarantee for Inclusion, and will concern about 709,000 households for a cost of just over 5.3 billion. The draft of the reform decree is reported today by Il Messaggero and Il Sole 24 Ore (ANSA)

The tool will be supported by two other interventions for active policies: the job assistance service and the guarantee for work activation recognized for various categories of citizens.

in a draft of the decree reforming

the citizenship income - with other measures on employment and on which the government is working - the contents of which are reported today by Il Messaggero and Il Sole 24 Ore.

There is also an increase in penalties for false statements and fraud, with sentences of up to 6 years in prison.

The reform


From 1 January 2024 - write the two newspapers - the Guarantee for inclusion (Gil) arrives, which will replace the Rdc, and will be recognized to households in which there is at least one disabled person, a minor, a person with at least 60 years of age or a person who has been recognized as a civil invalidity allowance.

The benefit reaches six thousand euros a year, i.e. 500 euros a month (updated on the equivalence scale).

The subsidy is integrated up to 3,360 euros (280 euros per month) as a rent contribution.

The support is provided for 18 months.

After a month of hiatus, it starts again for another 12.

For the beneficiaries of the Rdc who, at the time of the expiry of the 7 months of subsidy foreseen for this year, have signed a pact for work and are included in active policy measures, the Service of accompaniment to work arrives.

It can be requested from 1 September, and is worth 350 euros a month.

It is estimated that the intervention will involve 213,000 people from 154,000 households for a cost of 276 million euros.

The same value for the Guarantee for work activation, recognized to individuals between the ages of 18 and 59 in conditions of absolute poverty, with an Isee value not exceeding six thousand euros (which are part of households that do not have the requisites to access the Gil ).

To promote employment, the draft provides for relief: if a permanent contract is triggered, a 100% contribution relief is recognized for two years, up to a maximum of eight thousand euros a year.

If the contract is fixed-term or seasonal, the contribution 'discount' is 50%, for a maximum of four thousand euros per year.

The technical report assumes 20,000 permanent hires per year and 50,000 temporary or seasonal jobs.

A facilitation is also provided if you open a self-employment business within the first 12 months of using the benefit.

Fight against the 'cunning'


The fight against the 'cunning' of income becomes more bitter.

There are penal sanctions: from 1 to 3 years for those who have not communicated to INPS the changes in their income and assets, even if they derive from undeclared work.

In the case of presentation of counterfeit documents or false information to obtain the new Guarantee for Inclusion, the years of imprisonment are from 2 to 6.

Other measures


Other measures also find space in the decree.

The following would be envisaged: the extension to 2025 for expansion contracts, a simplification of communications for sports employers, the increase of the universal single allowance in the case of only one parent since the other is deceased, the arrival already this year of three deadlines (instead of two) for the request for retirement of the Ape Sociale of the so-called


early workers, the adoption of occupational safety measures with the extension of Inail protections also to students carrying out training activities, teachers and domestic workers;

the increase in tax and social security relief for domestic employers grappling with increases for domestic cleaners and carers.

Also noteworthy is the rule which aims to modify the rigidity of the reasons envisaged for fixed-term contracts,


allowing for 'free' stipulation up to 12 months and a referral to collective bargaining for increases up to 24 months.
