The Rishon Lezion local committee approved a city-wide plan that will replace TMA 38 of the government authority for urban renewal in the city. The plan will allow for the renewal of about 620 buildings, which include about 8,600 housing units and will allow for the construction of about 20,000 new housing units in the city
. Maintains the character of the inner-neighborhood areas, with an emphasis on the old city center, in the tracks of demolition and construction and strengthening and thickening, as well as moving rights to new construction. In fact, the plan will allow the local committee to move the addition of building rights to an empty lot in the city, intended for saturated construction, in order to complete the economic viability of carrying out the renewal of a building in the old center of the city.
The plan was promoted by a team of planners on behalf of the Governmental Authority for Urban Renewal and in Mimona, in cooperation with the Rishon Lezion Municipality and the municipal administration.
Bamberger: An important step before the expiration of TAMA 38
The urban plan includes expansive provisions in relation to the national TMA 38, in that it also allows, under certain conditions, the renovation of buildings built after 1980. Also, the plan includes a reference to the metro axis, whose planned route passes through the city center, and creates a complementary response to the renewal of the complex planned around this route As of today
,
the Governmental Authority for Urban Renewal is promoting 18 plans that replace TMA 38, with the aim of enabling the continuation of urban renewal at the level of the individual building (as opposed to large construction evacuation complexes) even after the expected expiration of TMA 38 in October 2023. In accordance with the Minister's announcement Construction and Housing, Yitzhak Goldknopf, will extend the time frame in which a replacement plan can be submitted in each city, when the promotion of such a plan allows the extension of the validity of TMA 38 in the territory of the local authority, until the final approval of the replacement urban plan.
In this way, the governmental authority for urban renewal estimates that the continuity of operation will be maintained in all cities.
In this framework, just before Passover, the replacement plan for the city of Yavne was approved by the local committee, and a plan for Kiryat Bialik was approved by the regional committee, a replacement plan for Ramla was approved by the Central District Committee, and replacement plans for the cities of Kfar Saba, Ra'anana and Petah Tikva were submitted to the Central District Committee.
Elazar Bamberger, CEO of the Governmental Authority for Urban Renewal: "The plan approved in Rishon Lezion is another important step in the assessment of the Governmental Authority for Urban Renewal for the day after the expiration of TAMA 38 this coming October. The urban plans currently being promoted by the Authority will enable the continuation of this activity , on the basis of high-quality urban plans, adapted to each city and its characteristics. The plan in Rishon Lezion will lead to the renewal of old buildings on a large scale, will increase the housing supply in the city and allow for its continued growth. The possibility of mobile building rights, developed in accordance with the characteristics of the city, is an example of unique tools that our planning teams implement As part of these plans, with the aim of bringing renewal to all the areas that need it. The cooperation with the city is what made it possible to create this quality plan."
Raz Kinstlich, mayor of Rishon Lezion: "Rishon Lezion is in a tremendous development boom, and we are happy to be the pioneers who adopt an alternative plan to TMA 38, which on the one hand will provide an answer to the residents and residents of the city who wish to strengthen their homes, and on the other hand will ensure the quality of the residents in the neighborhood.
The plan will examine the entire city from a spatial point of view and decide based on the existing infrastructure where building rights can be added."
