The Ministry of Construction and Housing stopped work on a construction site in Harish on suspicion of misuse of a contractor's license.

The ministry informed that as part of a project under the responsibility of the Ministry of Construction and Housing, for the development of a park in Harish, it was suspected that the contractor who won the tender to perform the work on the spot, misused his license and transferred the work in its entirety to another contractor.



It is suspected that the contractor who actually performed the work on the site is a low-class contractor and does not hold the appropriate license to perform the work as defined in the tender conditions.

In light of information received at the office of the registrar of contractors, an investigation was held in collaboration with the execution activation division of the office, at the end of which the registrar imposed a stop work order on the site.



In addition, the two contractors were summoned to a hearing before taking additional sanctions.

The scope of work in the project is about NIS 50 million.

A heavy hand against contractors

This case is added to other orders issued recently against contractors who misuse their licenses and transfer the works to unregistered contractors or contractors whose license does not match the scope of the project.



In addition to this, stop work orders were issued for two projects in the city of Kiryat Yam, after it was found that the TAMA project a contractor with a low classification is building 54 housing units. In another project, in which 280 housing units are being built in six buildings, it was suspected that it was built by a contractor with a low classification who is not allowed to build on this scale.



In another case in Kiryat Motzkin, a stop-work order was issued for a construction project in which unregistered contractors were operating. In an audit conducted on the site a few days later, it was found that the site continues to operate despite the stop-work order. An investigator of the Registrar of Contractors Division invited the municipality and filed a complaint detailed in the police.



The Director General of the Ministry of Construction and Housing, Yehuda Morgenstern, said that "wherever we find that contractors are abusing their licenses, we will act with all the means at our disposal, especially when it comes to the Ministry's website.

These days we are working on amending the contractor registration law in order to combat the phenomenon of conversion of projects and licenses.

Creating a safe working environment that is done according to the rules is important and essential for the workers themselves on the sites, for the public and the future tenants of the building, and this task is before our eyes."



Registrar of Contractors, Amit Grady: "In the coming period we will emphasize enforcement activities related to the misuse of a contractor's license.

The phenomenon of conversion of works harms the registered contractors who wish to act in accordance with the provisions of the law.

In addition, in such cases it is more likely that problems will be discovered and it is our duty to create a deterrent in order to protect the industry and all the factors operating in it."
