The National Planning and Construction Council today approved the proposal of the Minister of Construction and Housing, Yitzhak Goldknopf, to extend the validity of TMA 38 within the scope of all the local authorities currently promoting a replacement urban plan for TMA 38, while extending the time window available to them for submitting these plans.



In total, this is the extension of the TMA to only 21 local authorities, out of a total of 257 local authorities in Israel, of which 80 are cities in Israel. None of these authorities is on the Syrian-African fault line, which is prone to disaster in the event of earthquakes. According

Bamberger: "A balanced decision"

According to the decision made by the National Planning and Construction Council, in each local authority where a replacement plan for TMA 38 is being promoted, the validity of TMA 38 has been extended until February 2024, when within this time frame the local authority must complete the submission of the replacement plan to the planning institution.



A local authority that submits a replacement plan by February 2024 - TMA 38 will be extended in its area until May 2026, or until the replacement plan is approved (whichever comes first), unless a decision is made in the local committee opposing the extension of the TMA until May 2026



. 17 local authorities in whose jurisdiction the Governmental Authority for Urban Renewal promotes and finances an urban plan to replace TMA, and 4 local authorities that promote such a plan independently. The local authorities



where TMA 38 has already been extended are: Jerusalem, Yavneh (extension only in the area of ​​the plan the previous one), Ashdod, Ramla, Nahariya and Kiryat Bialik.



The municipalities in their area are promoting a replacement program, and now the TMA in their area has been extended: Kfar Saba, Petah Tikva,


Ra'anana, Ramat Gan, Rishon Lezion, Givatayim, Hadera - Lev Ha'ir, Beer Sheva, Haifa, Bat Yam, Ashkelon, Bnei Brak, Beit Shemesh , Tel Aviv and Lod.



Yitzhak Goldknopf, Minister of Construction and Housing said, "We strive to create quality housing solutions for all the diverse populations, for their various needs, when urban renewal dramatically increases the supply of housing and improves the quality of life of the city's residents.

Elazar Bamberger, CEO of the Governmental Authority for Urban Renewal, said, "The decision made will allow the continuity of work on TMA 38 type projects, even the day after TMA 38 expires this coming October, in the vast majority of local authorities where this activity currently takes place.

The activity will continue on the basis of urban plans, replacing TMA 38, which will allow this activity to be carried out on the basis of optimal urban planning. The decision that was made is a balanced decision that will allow for a short schedule, but one in which any local authority interested in it will meet, the replacement required for the sake of quality of life of the inhabitants of the cities".
