For the first time since 1969: under the direction of the Minister of Construction and Housing Yitzhak Goldknopf and led by the director general of the ministry Yehuda Morgenstern, a round table was held last night (Monday) on the topic: updating the Contractors Registration Law. The Contractors Registration Law entered the statute book in 1969 and concerns the entire construction industry. The law has one
purpose : To regulate the entire construction industry through the supervision of a supreme body, known as the Registrar of Contractors and located under the Ministry of Construction and Housing.
In the discussion that took place last night, which lasted for about two hours, professional officials from the ministry participated, as well as representatives from the Israel Police, the Contractors Association, the Attorney's Office and the Appraiser's Office.
Each party presented in detail the points that are important to them in the expected legislative amendment.
Among others, the following topics were raised: handling crime in the real estate industry; enforcement against unregistered contractors; handling safety violations; regulating the contractor profession; definitions of the different types of contractors on the site and the way of operating a construction site; safety on construction sites.

The Ministry of Construction and Housing states that it has set itself the goal of advancing an amendment to the Contractors Registration Law, a law that has not undergone significant change, as mentioned, since it was enacted in the late 1960s.
The amendment that was put on the table today is of great importance and the ministry intends to share with all the relevant parties in order to reach the best result that will allow the market to run in the best way.
Furthermore, the ministry informs that it is continuing to work on the legislation and more round tables on the subject are expected soon, in order to bring the updated legislation to a vote as soon as possible.
The Minister of Construction and Housing, Yitzhak Goldknopf: "I thank all the parties who were present at the round table and brought their experience. Following the many conversations I had with the professional parties in the office, I ordered the rapid advancement of a legislative amendment that will bring a variety of solutions to the world of contracting on which the entire real estate industry relies."

The Director General of the Ministry of Construction and Housing, Yehuda Morgenstern: "First of all, I congratulate everyone who came and invested their time in the important cause that we are working to promote.
In 2023, it is time for better regulation, to update services, to become digital and to correct distortions.
During today's discussion, significant issues that needed to be amended in the law came up, both from the professional level and from the various trade unions, so there is no doubt that the time has come to update the law and we are on the way to significant legislation, which will affect the entire industry.
I intend to make sure that the update will be done in cooperation with all the relevant parties when the public interest is against us."
The Registrar of Contractors, Amit Grady: "We set out today with vital legislation for the real estate industry, and we anticipate that the legislation will have a great impact on the entire field. The purpose of the round table and the following discussions , to flood the problems that arise from the area in order to bring about a situation where the amendment will present an answer to most of them."
