Expected disruptions in the construction industry: After two and a half years of failed negotiations, employees of System Laboratories have declared a labor dispute, which is expected to significantly harm the real estate industry, which is already suffering from a financial crisis these days.

The Histadrut Leumi today (Sunday) declared a labor dispute at System Advanced Laboratories Ltd. System is a laboratory for controllative testing and quality assurance for the construction and paving industry, and for the institutional, business and private sectors.

The system has professional departments that provide testing services throughout the country. The company provides a variety of services with the certification of the Laboratory Accreditation Authority under the Standards Law and with the approval of the Commissioner of Standardization at the Ministry of Economy and Industry.

Thus, due to the declared shutdown, the company's employees will not perform soil tests, conduct concrete tests and will not grant laboratory permits - which is expected to create a significant traffic jam and burden on the other companies in the field, which are not prepared to receive all of System's demands.

The notice, which was given to the Chief Supervisor of Labor Relations at the Ministry of Labor, Adv. Rivka Werbner, and to the company's CEO, Ms. Gila Elkobi: "In accordance with the Settlement of Labor Disputes Law, 1957-<>, a notice of strike or lockout due to a labor dispute declared in accordance with the law and delay in negotiations for a collective agreement that has been conducted in bad faith for more than two and a half years."

The National Histadrut said that the declaration of a labor dispute comes after two and a half years of negotiating a collective agreement, with management that refuses to advance the workers' employment conditions, is negotiating in bad faith and with the aim of thwarting the workers' unionization.

"The Histadrut believes in promoting the discourse in an appropriate and respectful manner, but when an employer aims to thwart and sabotage the workers' desire to unionize, the Histadrut will be vigilant and act with all the means at its disposal in accordance with the law."
