Bank of Italy: the burden of taxation shifts to consumption and income

"Given the constraints of public finances", "the main objective" of fiscal delegation "should be to arrive at a different distribution of the overall levy. From the point of view of fairness, this would mean reducing the levy on taxpayers in good standing, recovering resources with the fight against evasion". This was stated by the Head of the Tax Assistance and Advisory Service of the Bank of Italy Giacomo Ricotti in a hearing in the Chamber. "With a view to stimulating economic growth, the tax burden
should be shifted from productive factors (labor and capital) to rents and consumption."

The Bank of Italy, continues Ricotti, "recalls the need for the tax delegation to find the appropriate coverage. Many of the envisaged interventions will lead to revenue losses. At the moment coverage is provided only for the exceeding of IRAP through the new IRES surcharge. It is not clear which tax incentives will be subject to rationalization, nor therefore the amount of resources that can be recovered".

Overall, however, "the contribution of the bill to legal certainty and simplification of the tax system is to be assessed in positive terms". Ricotti therefore highlights that "the delegation includes a large series of interventions on numerous aspects of the tax system, prefiguring a profound reform. Many of the measures appear extremely precise, being also aimed at resolving systematic inconsistencies, modernising obsolete institutions and making others compliant with consolidated jurisprudential guidelines or principles shared at international level".

In particular, "the decision to act also "at the source" is to be appreciated, with proposals for the consolidation of tax rules in single texts and subsequent codification. Indeed, it would be appropriate to further strengthen this orientation towards codification to remedy the legislative stratification and, in a broader perspective, to study innovative solutions to regulate the production of legislation itself".
