"All the acts and measures, including regulatory measures, necessary to achieve the third installment" linked to the milestones and targets set by the PNR for 31 December 2022 "have already been adopted". This was stated by the Minister for European Affairs, the South, Cohesion and the PNR Raffaele Fittoduring his answer to the question time in the Chamber.

Then he clarified: "The payment of the third installment is in no way linked to the implementation of investments relating to measures for flood risk management and hydrogeological risk reduction" provided for by measure 2.1 of the PNR for a value of 2.49 billion euros.", said Fitto in response to a question from the M5S. The payment of the third instalment is rather "linked to the achievement of the milestones and targets set by the PNR for 31 December 2022".

With regard to the timing for the implementation of measures to combat hydrogeological instability and protect the territory, the recent decree on the PNR approved by Parliament, "has remodulated the timing" established by the Prime Ministerial Decree of August 2022 (Draghi government) and has "introduced significant procedural and administrative-accounting simplifications" with the aim of "making up for the delay in the procedural schedule originated by the timing of adoption and publication of the Prime Ministerial Decree and to ensure compliance with the deadline of 31 December 2025 set by the milestone".

"During these months, the Government has carried out an in-depth audit, which will be reported in the half-yearly report that will be sent to Parliament next week, regarding the actual possibility of realizing all the investments provided for by the PNRR", said Fitto. "This is a review carried out with a view to ensuring, on the one hand, the effective use of all PNRR resources and, on the other, identifying in relation to all investments the methods of implementation and the most appropriate forms of financing with respect to the objective of their actual realization, avoiding simplistic solutions that in the evidence are completely impracticable in view of the need to complete the investments financed with PNR resources by 30 June 2026". concluded the minister.
