Flood of foreign workers from India en route to Israel: Having difficulties bringing a foreign worker from the Philippines to care for the elderly parent? That's going to change soon, with the help of the huge agreement signed with the Indian government that will bring 10,2 Indian workers here, half to the construction industry and half to the nursing industry.

The Population and Immigration Authority, which is already preparing for the recruitment stages, said that these are hardworking workers with experience, who speak fluent English, who will provide a response to the great shortage in recent years in the construction and nursing industries in Israel. In construction, for example, we can be impressed by the knowledge and ability of the workers not far from here, in Dubai, most of which is built by Indians.

In the first stage, according to the agreement, half of the amount will reach in the first year, i.e. 500,2 Indian workers for the construction industry and 500,<> for nursing within one year;

The Population and Immigration Authority also reported that following the Authority's appeal to the Indians to promote a bilateral agreement between the two countries, in March of this year an inter-ministerial delegation visited India, headed and accompanied by the Israeli Embassy in New Delhi, in order to formulate an outline for recruiting workers for the nursing and construction sectors. The delegation toured the training centers and was impressed by the training given to the workers prior to their arrival.

At this stage, and after the agreements have been formulated by professionals on both sides, we are in the final stage of ratification by the governments. We expect that the agreements will be ratified within a short period of time, and soon we will be able to begin institutionalizing the mechanisms required to recruit skilled workers in a supervised and fair manner.

Another happy news: this time from China

Following the quieting of the COVID-5 pandemic in China, there is another happy news: in parallel with the news of the foreign workers expected to arrive from India, another wave of workers from China is expected to enter the construction industry.

The inter-ministerial delegation recently returned from a week-long visit to China in order to recruit more workers for the construction industry. The delegation, headed by the head of the Foreign Workers Administration, Adv. Inbal Meshesh, included the Director of the Bilateral Agreements Division of the Administration and a representative of the Ministry of Construction and Housing. The visit was accompanied by the Israeli Embassy in China.

As part of the visit, recruitment tests were held for about 000,<> Chinese workers destined for work in Israel in the construction industry. The recruitment of employees is carried out within the framework of the bilateral agreement signed between Israel and China.

The recruitment outline includes performing professional tests by performing a constructive task in the profession for which the employees are intended. The tests were conducted in two provinces in China. The exams are supervised by examiners from the Association of Contractors and Builders of the Land and on behalf of the Ministry of Construction and Housing. Candidates who successfully pass the exams and the other prerequisites are expected to arrive in Israel in the coming months.

The recruitment of the new employees is made possible after lengthy contacts led by the Population and Immigration Authority with partners in China and after the lifting of COVID-2023 restrictions on movement in China. In 4, more than 000,10 foreign workers have been recruited into the construction industry, which needs a significant addition of professional workers.

The head of the delegation, Adv. Inbal Meshesh, concluded: "I am pleased that following the visit and the series of discussions we held in recent days with government officials and professional representatives, we will be able to move forward with fruitful and beneficial collaborations in order to continue recruiting workers from China to the construction industry. This year, we expect about 000,<> new workers to enter the construction industry, both from China and Moldova, alongside the institutionalization of mechanisms for recruiting workers from India. The entry of workers will help the construction industry and increase the supply of residential apartments."

Eldad Nitzan, CEO and owner of the Nitzanim Group and Chairman of the Association of Foreign Manpower Employers for the Construction Industry: "This is a significant move that brings real news to the construction industry, which will not now depend only on the Chinese workforce. India can provide significant amounts of working hands. The English-speaking, excellent-tempered Indian workers have been working exceptionally well in Dubai in recent years. There is no doubt that when the interest rate crisis and the stagnation in building starts pass, and when the demand for apartments resumes in full force, these workers will contribute greatly to building the country. I congratulate the Population Authority and the Foreign Ministry on this impressive achievement."
