EU: 'Constructive exchanges with Italy on PNRR'

Highlights: The European Union seeks dialogue with Rome but continues to beat on the button of controls on the PNRR. Palazzo Chigi explains that it has nothing more to add: the eight-point document released in response to Brussels' assessments clarifies Rome's line. The M5S has no doubts: "An unscrupulous and arrogant government in one fell swoop exceeds the control of the Court of Auditors and that of Parliament", protests Vittoria Baldino, deputy leader of the 5s group in the Chamber.

The European Union seeks dialogue by lowering the tone with Rome but continues to beat on the button of controls on the PNRR, as required by the Recovery regulation. On the other front, the government keeps the point on the amendments to the Pa decree after having amply specified its position. A situation that is read as a sort of truce, also thanks to the lexical brake of Brussels. On Monday, the government is expected to ask Montecitorio for a vote of the House by placing confidence in the measure. Palazzo Chigi explains that it has nothing more to add: the eight-point document released in response to Brussels' assessments clarifies Rome's line on the PNR and the Court of Auditors issue. The Commission is therefore trying to calm the waters on the NRP, but does not change its line on the subject of controls. "Constructive exchanges are underway" with Italy and "the Italian authorities provide further information where necessary", said a spokesman asked about the state of negotiations with Rome for the release of the third installment and changes to the Italian plan. "As a general rule, we do not comment on draft national legislative acts," the spokesperson added, referring to the Court of Auditors, recalling however that the Recovery Fund Regulation "requires a control framework tailored and proportionate to its unique nature as an EU spending programme". Words that satisfy Minister Raffaele Fitto: "This clarification resolves the issue", he comments. Even FdI flaunts calm: "Probably the EU has been deceived by a useless controversy put in place by the Pd and M5s", says the group leader Tommaso Foti. "Someone in Europe - he adds - first misrepresented, but then there was a clarification: they took a step to the side because they realized that our reaction was simple, given that that rule was in force and has never been challenged". Meanwhile, on the Italian side, it should be noted that the issue of the role of the Court of Auditors remains at the center of the debate. The M5S has no doubts: "An unscrupulous and arrogant government in one fell swoop exceeds the control of the Court of Auditors and that of Parliament", protests Vittoria Baldino, deputy leader of the 5s group in the Chamber. The Democratic Party is also tough: "On the PNRR the government has only one fixation: to control everything (at Palazzo Chigi) and avoid the controls of others (Court of Auditors)". Italia Viva, on the other hand, espouses the line of the center-right: Luciano Nobili, approving the thesis supported by the constitutionalist Sabino Cassese, observes that "the government has done well on the choice to limit the preventive control of the Court of Auditors". Osvaldo Napoli, of Azione, is of the opposite opinion. The amendment with which the government extends by one year and circumscribes the area of criminal liability for tax damage, in addition to eliminating the concomitant control of the Court of Auditors, observes, "is revealing itself for what it is: an alibi to hide the political failures of the executive that has wasted precious months to transfer the control room from the Ministry of Economy, of the League, to Minister Fitto, of Fratelli d'Italia". "Since February, that is, for five months - underlines Naples - everything has stopped and certainly not because of the preventive controls of the Court of Auditors". Finally, in favor of the government, another president emeritus of the Constitutional Court, Cesare Mirabelli, takes sides. In his opinion, "it is justified, in this case, to eliminate the concomitant control to streamline the procedure, at a time when there are very short times for the execution of the works envisaged by the plan. The concomitant control that can delay the performance of the activities is lacking, if only for the interlocutions that the administration must have with the Court of Auditors, but - concludes Mirabelli to Tg2 - the subsequent control remains and, therefore, the verification of the correctness of the administration's performance ".

Court of Auditors and PNRR, clash between Italy and Europe - Economy

Palazzo Chigi: 'The new rules do not change the agreements with the EU. Brussels: "Our focus remains on the implementation of the plan." The president emeritus of the Consulta, Cassese: 'The government has done very well, right to limit preventive control' (ANSA)

GASPARRI: 'CLARIFICATIONS OF THE EUROPEAN UNION HAVE CLARIFIED THE SITUATION'
I believe that the clarifications made by the representatives of the European Union have clarified the situation. In any case, our government hopes for the most serious and effective controls on the management of the PNRR. But with some wise proposals it has tried to avoid the multiplication of controls that would only serve to paralyze the management of PNR funds. And the European authorities if they want to work more are spoiled for choice. I tell these spokespeople, who speak and then clarify, that they can deal with Amazon, which does not pay taxes. The Global minimum tax of 15%, a very low and negligible percentage, is not yet applied. So the European Union must stand up and not remain on its knees before Amazon. Do the necessary checks on Italy, but control the tax-free giants. The surrender of the European Union to Amazon and other giants of the network reminds us, who knows why, of the recent case of Qatar. Isn't it that we are facing a Qatar in telematic form?". This was stated by the vice president of the Senate Maurizio Gasparri (FI)
