Berlin – The debates surrounding the Heating Act have been with us for several months now. Happy ending instead of never ending story: According to SPD General Secretary Kevin Kühnert, the law could be passed in the summer. What would the timely implementation mean for the individual?

"Get through with the law before the summer break": Habeck's heating law is debated by Maybrit Illner

Kühnert is convinced that the law will be on the agenda for the first reading in the Bundestag session week in two weeks' time. In the ZDF talk show "Maybrit Illner" he also goes one step further: As a result, it is realistic that the law will pass the Bundestag and Bundesrat before the start of the summer break on July 7. According to dpa information, Economics Minister Robert Habeck also considers this timing to be manageable.

However, the FDP wants to remain tough in the heating dispute and opposes a quick agreement with the SPD and the Greens. The opposition is also getting involved: CDU General Secretary Mario Czaja is criticizing "Maybrit Illner": "There has been a great deal of uncertainty in the country." Czaja justifies this by saying that bans are being used instead of subsidies – even though "twice as many oil and gas heating systems were sold in the first quarter than before."

After the adoption of Habeck's heating law: This is what consumers can expect

The traffic light coalition is still a few steps away from an agreement on Habeck's heating law. And yet: Positive developments make an imminent end to the heating dispute more likely. The law and the heating adjustments that are due to come into force are not expected until 2024 at the earliest. However, tenants can make very good use of the time after the law has been passed to deal with the following questions:

  • How do you heat – do you know the location, address, type of heating and year of construction?
  • Is the landlord planning to retrofit the heating systems in the near future?
  • Do you know your consumption for the years 2021 and 2022?

Why is this information important? In addition to the amendment to the Building Energy Act, the new "Law for Heat Planning and Decarbonisation of Heating Networks" is part of Habeck's home laws. It stipulates that tenants must report their consumption to the landlord or landlady – probably retroactively from 2021.

It makes sense to know your own type of heating in order to be able to estimate possible rent increases: If heating is not done with renewable energies, but with gas and oil, modernization measures may be required. Landlords will then be allowed to "pass on the costs of the heating conversion to the rent and permanently increase it by eight percent of the investment costs incurred," according to the German Tenants' Association.

Habeck's heating law: How to view your energy consumption

You can find out about the amount of your own energy consumption on the first page of your statement. According to the consumer advice centre, your provider must issue the bill for electricity or gas no later than six weeks after the end of the billing period. However, if older invoices are no longer available, you don't have to panic. Grid operators can also respond to any inquiries about energy consumption retroactively. One possible advantage of all this transparency is that consumers may be motivated to save energy in this way.
