A man died this Sunday when he fell through the shaft of an elevator in a building located in the Puerto Norte area, in Rosario, when he tried to rescue a woman who had been locked in the elevator, according to police sources.

Police spokesmen reported that the incident occurred around 16:30 p.m., in the building of Candido Carballo at 100, in the exclusive area of Puerto Norte, in Rosario.

The victim was identified as German Cipulli, 54, a prestigious gynecological doctor in the city.

According to the first experts, the man would have fallen from the second floor to the third basement of the building, when he tried to help a woman who was locked in the elevator box.

Police presume that the victim opened the elevator door to rescue the woman, but for unknown reasons, she fell and died instantly. When the medical services arrived at the place where Cipulli had fallen, there was nothing left to do.

Based on the call to the authorities, the provincial security forces ordered the evacuation of businesses neighboring the tower.

Firefighters and local emergency services worked at the scene of the accident, and the investigation was in charge of the Rosario prosecutor, Mariel Oliva.

A professional with experience in the city

Cipulli studied at the National University of Rosario (UNR), graduating in 1992. He was president of the local Mastology Association and was head of the service of that specialty at the Centennial Hospital, according to the newspaper Vía País.

In addition to his work in the public health sector, he was part of the team of the Sanatorium Center and taught gynecology at the UNR, both in the undergraduate and graduate chairs. He was also part of the Association of Obstetrics and Gynecology of Rosario.

Cipulli used to give interviews to local media on topics related to her area of expertise, such as breast cancer care and treatment. He had two daughters.

A building with an adverse history

According to the neighbors of the buildings of Ciudad Ribera – the complex where the tragedy occurred – the elevators suffer problems almost permanently. According to the testimonies collected by the newspaper La Capital, they are the same devices placed during the work, which were never changed.

That is why after the tragedy was known, the same neighbors remembered a history of failures and accidents, which had no response from the administration of the complex.

Already at that time they had malfunction and damage to pulleys. In 2013, one of the elevators collapsed from the sixth floor and three people were injured. They were three painters who performed maintenance tasks and saved their lives because the emergency brake was applied.

That same year, but in the month of April, a 21-year-old girl died from multiple burns caused by the explosion of a decanter and subsequent fire in an apartment on the ninth floor of the Palco Paraná building.
