The National Planning and Building Council reported today (Tuesday) the approval of two interrelated decisions regarding the installation of shields in a rapid process throughout the country: first, to recommend to the Minister of the Interior to extend the order allowing the installation of shields by the Home Front Command with an exemption from a plan and a permit by 18 months. The second is the preparation of a master plan (NOP) for the deployment of shields, in accordance with the request of the Home Front Command.
As part of the discussion, the Council was presented with a request from the commander of the Home Front Command to extend the order for another eighteen months, in light of the complex security reality in the country.

In parallel with its decision to extend the order, the National Council decided to prepare a detailed national outline plan for diversity (TAMA 40/D). The purpose of the plan is to establish instructions and conditions for the placement of shields, as defined in section 145(h)(4) of the Law, by the state or local authority for the purpose of temporary protection of the population in the public space.
The NOP will address, inter alia, the following issues: land designations in which the installation of the shield will be possible; building rights; construction provisions; conditions for granting a building permit for Migonit; The application of the plan to all or part of the territory of the State of Israel;

Chairman of the National Planning and Building Council, Rabbi Nathan Elnatan: "In light of the security challenges facing the State of Israel, it was important to regulate the issue of diversity in the State of Israel. As part of the decision we made today, a national master plan will be advanced for the placement of shelters throughout the country, when it is necessary that this be possible quickly."
Director General of the Planning Authority, Rafi Almalich: "I am pleased to bring to the National Council a solution for planning regulation of diversity in order to enable an orderly solution on the issue and within a quick timetable. This is a need to save lives, and this is how the Planning Administration relates to this important project. The solution to the planning regulation was born in the framework of the Arrangements Law that was published for approval last week, while the National Council is already discussing extending the order and issuing an order to prepare a National Outline Plan on the subject."
Ruth Schwartz, Deputy Director General of Regulation at the Planning Authority: "This is an integrated process that is made possible in light of the amendment to the Planning and Building Law, in which a response will be provided for a temporary extension of the order and at the same time will be advanced to the approval of a detailed NOP for protection. With the progress of the National Outline Plan and its approval, we will work to expand the permit exemption regulations so that, as a rule, the shelters will be exempt from the permit and will allow flexibility when necessary."
