For the PNRR, transparency and a system of controls are "indispensable" and it is "decisive" for its success (a "particularly steep climb"), the renegotiation of some measures, shifting less urgent investments to other loans. Too many derogations and dangerous "shortcuts" have been introduced in the Procurement Code. And in the dl on the Bridge over the Strait of Messina, there is a big flaw, an "imbalance" in the relationship between the public and private parts, which translates into damage for the former.

MIT replies: "the concerns of the ANAC about the Bridge over the Strait are totally unfounded, as were those on the New Procurement Code". "Not only - he explains - because a person responsible for the prevention of corruption and transparency will be appointed, but also because the guarantees to protect the legality and correct
use of public funds are safeguarded by the general rules of our legal system as well as by the Procurement Code. Procurement Code which provides for precise responsibilities and sanctions".

The president of Anac Giuseppe Busia, presenting the annual report on the activities of the anti-corruption authority at the headquarters of the Chamber, addresses many of the issues at the top of the political agenda and asks that there be no "steps backwards" in the fight against corruption. Messages that sound, at least in part, like criticism of the government, which is preparing among other things to repeal the abuse of office and to modify the trafficking of illicit influences. The most direct references to the executive are on the Bridge and the Procurement Code. In the decree on the public work that will connect Sicily and Calabria, there is "an imbalance in the relationship between the public grantor and the private part, to the detriment of the public, on which most of the risks end up being transferred", warns Busìa, complaining that amending proposals presented by the ANAC to correct this distortion have not been accepted by the government. The main criticism, however, is focused on the new procurement rules that will come into force on the first of July. "The derogation cannot be the rule" warns the president of the Anti-Corruption, who then points the finger at what he calls the "shortcuts harbinger of risks": such as raising the thresholds for direct assignments, especially for services and supplies, or the elimination of notices and tenders for works up to five million euros.
