"The assessment of the European Commission for the payment of the third instalment is nearing completion": this is what we read in the final text of the report on the state of implementation of the PNR deposited by the government in Parliament. "The assessment process - it is explained - since the sending of the payment request, has required longer times, in agreement with the Commission services, due to the complexity of the objectives to be achieved for this installment and for the in-depth studies that have become necessary, in interactions with the Commission, for some deadlines".
"The current government, already in the very first weeks of taking office - reads the report - has committed itself to ensuring an incisive line of action to achieve, by December 30, the 55 goals and objectives envisaged by the PNRR". It was a particularly complex challenge", and "on the road to implementation, contrary to what was indicated by the previous Government in the second report on the absence of critical issues and risks of slowing down all interventions, numerous obstacles were found that required targeted and persistent action to overcome them".

The mini-interventions
"Considering the resources of the PNR for which the implementing subject has been identified (about 130 billion euros, equal to 68% of the entire Plan) and the distribution of projects owned by the Municipalities and or other bodies, a myriad of small interventions emerges: the projects of an amount up to 70 thousand euros are more than 76 thousand; those of an amount between 70 thousand and 180 thousand euros are about 28 thousand; those up to 1 million euros are equal to 87% of the total". It is one of the "critical issues" that are highlighted in the summary of the report on the PNRR. "Investments exceeding 5 million are instead 3,300".

The deadline for amendments
"It should be noted that by 31 August 2023, each country has the right to request access to its share of the loan and, therefore, the framework may undergo changes, as happened following the recent communications received by the European Commission from the Member States".

The appeal of the Anti-corruption
On the PNRR will be "decisive the renegotiation of some measures. Not all investments have the same urgency. For this reason, they can usefully be moved to other European funding". This was underlined by the president of Anac Giuseppe Busia illustrating the annual report on the activity of the Anti-corruption to Parliament. "The PNR must be shared ground, removed from short-term political dialectics. The precondition for all this is the maximum transparency and controllability of the projects and the status of investments", observes Busia, among other things, also to avoid that resources "end up in the wrong hands".
