Receipts, tax receipts, invoices not in order, comes an amnesty. All taxpayers who committed a violation between January 2022, 30 and June 15 of this year will be able to comply but pay reduced fines. There will be time until December <>th. The novelty is in an article of the draft of the energy law decree that will be on the table of the CDM next Monday.
And there is also the extension, until the end of the year, of aid to the under 36 for the purchase of the first home.
To the bills bonus, with VAT at 5% on gas, which is confirmed, a petrol bonus is then added. For fuel, 80 euros that will be loaded on the 'Dedicated to you' card, the government puts in place 100 million while another 55 million go to pay for substitutes at school. Instead, a further article speaks of health that confirms, again at the end of the year, the members of the technical-scientific advisory commission and the AIFA prices and reimbursement committee. On the other hand, the game of the protected market is not closed: the government continues to work on the rules to be included in one of the next measures on energy to ferry about half of Italian families into the free electricity market.
A passage, in fact, extended for years by the various governments but now made necessary also because it is linked to the objectives of the PNRR. But that will have to be calmed to avoid an excessive impact on the weaker groups. "Assessments are underway - explained the Minister of the Environment Gilberto Pichetto Fratin - on the mechanism of ferrying outside the protected market of domestic customers, and in particular of the vulnerable, taking into account the instability of energy prices in this historical phase". In fact, under the lens there are the possible increases that the market could suffer and, therefore, measures to support the most vulnerable groups. The government, however, is grappling primarily with the finalization of the Nadef that will be brought to the Council of Ministers on Thursday.
The margins of action appear decidedly narrow with the number one problem that remains that of the hunt for resources. For this reason, a tax on gaming winnings is also being considered as a possible income. But part of the resources - according to what is reported in majority circles - will also have to come from the spaces generated thanks to the greater deficit in 2024.
The bar in the Def had been set at 3.7% and there is reason for a possible increase to 3.8 or 3.9% for 2024, without reaching the psychological threshold of 4% that could put excessively - it would be the conviction - alarming the markets and the EU.
Another possible item of income to be used in the maneuver - which according to some rumors would be around a value between 20 and 25 billion - is the tax on the extra profits of the banks. The tax should come between 2 and 3 billion, even if the final square on the changes is missing. Matteo Salvini returns to defend the measure: "I think it is right to ask the banks for a sacrifice" but FI keeps the point and asks for adjustments. On Tuesday a majority summit is scheduled with the government, group leaders and rapporteurs of the measure under consideration in the Senate and it is not excluded that, given the tight examination times, recourse will be made on Wednesday to confidence.
The priorities remain the cutting of the wedge and aid to families but the construction site of pensions remains open. As well as that of the public administration And Minister Paolo Zangrillo warns: "last year we intervened with a one-off and it is clear that, if we were to think about the worst case, at least the one-off must be reiterated. Otherwise, a situation would arise whereby not only do we not have renewal, but there would also be a decalage in the salaries of civil servants. Let's say this is the last resort."
