The need to bring out the income hidden from the tax authorities is already felt by the whole government that on Monday is preparing to launch, in the new decree with the measures on energy, an amnesty aimed at traders and self-employed. But the tax base changes: no longer the total assets but the total amount of risk exposure, a clarification that therefore excludes government bonds.

In addition, banks will be able to choose whether to pay the tax or strengthen their capital: they are given the possibility to pay two and a half times the tax into a reserve that cannot distribute profits but which is counted "among the elements of Common Equity Tier 1 capital", i.e. it strengthens the banks' capital.

Aware that there will be no resources to do everything, Salvini explains, the priority remains "to increase the salaries and pensions of those with the lowest incomes".
