The Council of Ministers ended after less than an hour, approving the decree law with measures on energy, interventions to support purchasing power and to protect savings. Among other measures examined, a legislative decree with provisions on the functioning of the Military Magistracy Council and the judicial system. Among the topics addressed the regulation of short-term rentals. The text drawn up by the Ministry of Tourism led by Daniela Santanchè is ready, and in Cdm it should be decided whether to present it in the form of a bill or a decree law. The measure should then be presented to the next Council of Ministers. The government has launched measures for about 1.3 billion euros for families. According to sources in the executive, this is the amount of measures launched by the Council of Ministers, including the extension and strengthening of measures against high bills and expensive energy for families, and support for families for transport. An extraordinary contribution for the fourth quarter to the holders of the electricity social bonus. This is provided for by the energy decree approved by the Council of Ministers. The extraordinary contribution, recognized for the months of October, November and December, will be "increasing with the number of family members according to the types already provided" for the social bonus. Arera will define the extent of the contribution by dividing the total burden over 3 months based on expected consumption. For the bonus, which replaces the one for heating provided for in the dl of last March, a maximum expenditure of 300 million is authorized for 2023.
Change the amnesty on receipts and skip the extension to comply with crypto-assets. This is what a new draft of the energy decree provides. The text has only 8 articles, compared to 12 in the draft circulated in recent days. The draft also contains a new article (still under review) for the reform of benefits for companies with high electricity consumption and one with provisions relating to non-deferrable expenses. Violations on receipts, invoices or tax receipts can be regularized with industrious repentance. This is foreseen by a new draft of the energy decree today in cdm. Taxpayers who from 2022 January 30 to 2023 June 15 have committed one or more violations of the obligations regarding the certification of fees may remove them through industrious repentance, the completion of which must take place by 2023 December 31. Violations can be ascertained until 2023 October 36 and must not have already been contested by the completion of the repentance. The decree confirms the extension of the terms regarding facilitations for the purchase of the first home for the under30: the deadline for applications is postponed by three months from 31 September to 5 December. As in the first draft, aid on bills is also provided: from VAT to <>% on gas to the sterilization of system charges always on gas. One hundred million will be allocated to the petrol bonus for the weaker groups.
The Council of Ministers approved a 'trade-saving' rule that "prevented the closure of over 50,<> small businesses". This was announced by government sources, explaining that with the rule that allows to regularize the violations on the receipts, "those who carry out the industrious repentance and pay the sums due will be exempted from the accessory sanction of the suspension of the license".
Skip the two-month extension of the members of the Technical-Scientific Advisory Commission and the Price and Reimbursement Committee of the Italian Medicines Agency (Aifa). In the latest draft circulated of the energy law decree that is about to go to Cdm, there is no longer the article that provided for the postponement from the first of October to the first of December of the term until which the members of CTS and CPR remain in office.
Support for energy-intensive companies changes from 1 January 2024
Starting from the first of January 2024, support for energy-intensive companies (those that have a large consumption of electricity, not less than 1 GWh per year) changes. This is provided for in the draft of the decree law on energy being examined by the CDM. Energy-intensive companies have reductions in the bill of the general charges of the electricity system. But recently the European Union has significantly changed its guidelines on state aid for environmental purposes. Hence the need to adapt Italian legislation to the European one. The costs of companies for the electricity system are established in the measure of the lower value between a percentage ranging from 15 to 80% of the charges for the support of renewable sources, and a percentage between 0.5 and 3.5% of the gross added value of the company. Charges shall decrease if the company covers at least 50% of its electricity consumption from zero-emission sources.
