The number of abortions again at its highest level in 30 years

Last year, 234,300 voluntary abortions were recorded in France, 17,000 more than in 2021 and about 7,000 more than in 2019, the highest year since 1990, according to a study by the Directorate of Research, Studies, Evaluation and Statistics (DREES) published on Wednesday. Last year, health services recorded 16.2 abortions per 1,000 women aged 15 to 49 in 2021 compared to 15.0 per 1,000 in 2020 and 15.7 per 1,000 in 2019. 78% of abortions are medical, compared to 68% in 2019.

The extension of two weeks (from 12 to 14) of the legal period of appeal, provided for in the law of March 2022, "is not enough to explain this increase", notes the DREES, the latest abortions representing "less than a fifth of the surplus observed compared to the year 2021". In total, interventions between 12 and 14 weeks do not represent 1.5% of all abortions performed in France.

It is among women aged 20 to 29 that abortions remain the most frequent, with a recourse rate of 26.9 abortions per 1,000 women between 20 and 24 years (+ 2.6 points compared to 2021) and 28.6 abortions per 1,000 between 25 and 29 years (+ 2.2 points).

As for territorial disparities, they remain, with a take-up rate that can "vary from single to double" depending on the region, but which increases overall in all metropolitan regions as well as in the overseas departments and regions (DROM), with the exception of Guadeloupe. The two DREES researchers who worked on the study believe that the increase in the number of abortions "is part of a more general context of changing behaviors around reproduction". Not only has the number of births been declining over the past ten years, but "contraceptive practices are changing, as illustrated, for example, by the increase in sales of emergency contraception products since 2017, accentuated in 2021 and 2022 (+ 40% of boxes sold in two years)". Further studies are needed to understand whether this use of the morning-after pill is explained by the increasingly widespread choice to do without hormonal contraception on a daily basis, or by accidents or forgetting condoms during sexual intercourse.
