To make patients who cancel their appointments without warning responsible, the government intends to tighten the screws.
“When we have an appointment with the doctor and we don’t come without warning, we pay
,” Gabriel Attal insisted on Tuesday in his general policy declaration.
A confirmation more than an announcement since last November, during the examination of the Social Security financing bill for 2024, the government was open on the question of sanctions against these patients.
Supported by several parliamentary groups and adopted in the Senate, the idea of a “rabbit tax” aimed at
“charging a lump sum for insured persons who do not honor an appointment for community care”
had nevertheless not been convinced the executive.
This famous
“rabbit tax”
had to be paid to the Primary Health Insurance Fund (CPAM), before a part was
ultimately
returned to the injured healthcare professional.
On November 27, by activating the 49.3 procedure, Élisabeth Borne buried this mechanism.
“This subject must be referred to conventional negotiation”
, justified the Minister of Health Aurélien Rousseau, explaining that he had
“not found the solution”
which would allow patients to be treated fairly according to their method of making appointments (platforms such as Doctolib, telephone...).
