"The National Day of Civilian Victims of Wars and Conflicts in the World, unanimously desired in 2017 by Parliament, unites the community in preserving their memory, with the aim of promoting, according to the principles enshrined in Article 11 of the Constitution,
the culture of peace and the repudiation of war

The President of the Republic, Sergio Mattarella
, wrote this
in a message.
"The scourge of war, as stated by the United Nations Charter - underlines the Head of State - brings unspeakable afflictions to humanity. It affects the most vulnerable sections of the population: children, families, people who do not take part in hostilities, all those who, according to the principles established by the Geneva Conventions, must be protected and treated humanely in all circumstances."
"We are witnessing - he continues - a constant increase in civilian victims in areas that are theaters of war. From conflicts in the Middle East to the war in Ukraine, the death toll is alarmingly growing. These are unacceptable facts, which offend humanitarian and solidarity values on which cooperation between peoples and nations is based and violate the principles of International Humanitarian Law to be applied in armed clashes".
"Promoting the culture of peace, obtaining the respect of the civil population in conflicts, are essential elements to shake consciences and avoid the horrors that derive from any form of indiscriminate use of force in relations between peoples. On this day - concludes Mattarella - , the Republic commemorates all civilian victims of wars and conflicts and expresses closeness to their families".
