For the collection warehouse, the latest data, referring to 31 December 2023, "amount overall to over 1,200 billion, and are contained in approximately 163 million tax bills, debit notices and enforcement assessment notices, an impressive amount".
This was stated by the director of the Revenue Agency, Ernesto Maria Ruffini, in 'Telefisco 2024' of Il Sole 24 Ore.
"A good part of this amount is not recoverable" and "101 billion remain to be collected", but it must be considered, he explains, that for debtors there are "limitations to collection due to interventions by the legislator".
These provide, for example, the incontestability of the first house or capital goods to protect the taxpayer.
The data reported by the director of the Revenue Agency also indicates that 40% of these credits in stock, 483 billion, are irrecoverable because they are registered in the name of deceased people, propertyless people or companies that have already gone out of business or are involved in closed insolvency proceedings.
Another 42%, around 502 billion, are registered to subjects for whom the agency has already carried out collection activities without result, for around 100 billion the collection activity has been suspended by measures or other interventions and 18.8 billion they are instead subject to installment payments.
The credits in stock refer overall to 22 million and 400 thousand taxpayers of which 3 and a half million are companies, foundations and bodies and 18.9 million are natural persons, 3 million of these are owners of economic activities.
