Why are there leap years?

The Gregorian calendar is based on the rotation of the sun.

A year lasts as long as it takes the Earth to orbit the sun once.

This doesn't happen exactly after 365, but after 365.2424 days.

To compensate for this time, every four years there is one more day, i.e. a leap day, on February 29th.

a notice of termination that is to be received in the middle or at the end of the month must only be submitted on February 16th instead of February 15th in a leap year February, or on February 1st instead of January 31st.

Fixed-term contracts continue automatically if the employee continues to work after the fixed-term contract expires.

If the end of the contract is set on February 28th and the employee continues to work on February 29th, the contract is considered extended.

Annual deadlines and annual contracts run one day longer
