Alongside the Minister of Health Catherine Vautrin, its new president, Sébastien Boueilh, must unveil in the morning the axes of his new roadmap, which will extend beyond incest to cyberpedocrime, prostitution of minors, disabled people and minor perpetrators.

The Independent Commission on Incest and Sexual Violence Against Children (Ciivise) was launched in March 2021, in the wake of the publication of Camille Kouchner's book, “La Familia Grande”, which denounced the incest committed on her brother by the political scientist Olivier Duhamel.

For almost three years, this body documented the mechanisms of incest, its destructive lifelong effects on victims and its cost for society, and dissected the dysfunctions of justice.

Sébastien Boueilh, a former victim of incest himself, will present the 40 members (20 full members and 20 substitutes) of a renewed Civic.

Among them are experts in child crime, justice, the police, associations and caregivers, according to close sources.

 ,” explained Sébastien Boueilh to AFP, who wants to “set up a network of structures capable of supporting on a psychological and legal level the victims of today and yesterday”.

A victim of incest between the ages of 12 and 16, this former rugby player from the Landes created an association, Colosse aux pieds d'église, which raises awareness among young athletes and their supervisors, trains professionals and supports victims.

A pioneer in lifting the silence on sexual violence in sport, it has become a major player in this field, with an annual budget of 2.5 million euros, 45% of which is public funds.

The vice-president, Caroline Rey-Salmon, coordinator of medico-judicial emergencies at the Hôtel-Dieu in Paris, is also a former member of the first commission.

But she resigned at the beginning of 2022, disagreeing with the recommendation to strengthen the reporting obligation of doctors.

Faced with the mobilization of numerous elected officials, personalities and associations, who demanded the maintenance of Judge Durand, the former Secretary of State for Children Charlotte Caubel maintained the Ciivise at the end of 2023, at the end of the commission's mandate.

But the ousting of Judge Durand sparked numerous protests and led to the resignation of eleven members of the commission.
