The number of contracts awarded was 7,404, which is almost double compared to the 3,799 in 2022.

This is what the Observatory on public procurement of Cresme (study and research center with more than 100 members including ANCE) finds, underlining that 2023 was "the third consecutive record year considering the 49.2 billion in 2021 ".

If we exclude the "three-year period of the PNRR", to find the highest value we need to go back to 2005 when the awards stood at 24.4 billion.

A surprising fact reveals that there is not only PNRR in the overall result of 2023. There are 10 billion in awards made by Anas and, as is known, the roads are outside the National Recovery and Resilience Plan.

Of note are the 17.9 billion in railway works awarded, the 10.7 billion in works by managers of networks, infrastructures and local public services and 11.1 billion in contracts awarded by national managers other than transport (energy in particular).

Integrated procurement, which is the prevalent contractual type in the PNRR, amounts to 36.6 billion and stops below 40% of the total.

60% of the awards are therefore contracts for the execution of the works only and among these there are many municipal works.
